Subcommittee Meeting.

A motion was made by OZANNE, seconded by BAUMAN, that the minutes be  
approved. The motion carried by voice vote.

1. COMMUNITY JUSTICE INITIATIVE UPDATE (CLARK-BERNHARDT)  
The CJC Chair sent a memo to the seven community organizations who were previously  
engaged in the Community Justice Center Initiative planning process. Currently, the CJC  
is looking for a facilitator for these meetings. Facilitator will play a key role in the 6-month  
planning phase.  
CJC representatives also conducted a site visit to Bexar County, Texas, where they  
learned about community and specialty courts and the involvement of stakeholders in the  
design.

2. UPDATE ON CJC-RD MEMBERSHIP - OA 28 (CLARK-BERNHARDT)  
Ordinance Amendment 28 (OA-28) will add two new subcommittee members with lived  
experience to the CJC-Racial Disparities subcommittee. Organizations have nominated  
or will nominate proposed representatives from their organizations.  
3. OFFICE OF JUSTICE REFORM AND EQUITY (OJRE)  
Review of attached memorandum. Brief discussion among committee members.

4. DISCUSSION REGARDING DISCRETIONARY FUNDS ALLOCATED TO COUNTY  
BOARD FOR OJRE (PELLEBON)  
Introduction to Criminal Justice Review Initiatives committee, which is responsible for  
identifying initiatives that could gain some funding from the $500,000 in the budget. The  
CJC-RD subcommittee would like direction from the larger CJC before making a specific  
recommendation. Members lean on chairs' recommendations for this item.

- WEEKEND INITIAL APPEARANCE  
Discussion of weekend initial appearance and its resource needs and impact, particularly  
on reducing racial & ethnic disparities.  
- EXPANDING AGE GROUP IN COMMUNITY RESTORATIVE COURT  
Committee members discuss opportunities and challenges related to expanding the  
Community Restorative Court (CRC) and staffing needs. Expanding CRC referrals,  
staffing concerns raised.  
- CRISIS RESPONSE CARE GAP  
Discussion of data-sharing and crisis response. Not enough data on how different points  
are broken down by racial and ethnic disparities.  
- LEVERAGE MENTAL HEALTH AND DATA  
Discussion of behavioral health needs and importance of expanding diversity among  
mental health providers.  
Discussion on impact of a criminal conviction and accessing mental health treatment  
currently not accessible to this group. Additional data is needed on these programs  
qualifications and impact on those with criminal convictions.  
Discussion of non-law enforcement crisis response and the greater Dane County  
community and context.  
E. Reports to Committee  
1. COMMUNITY RESTORATIVE COURT UPDATE (CRC STAFF)  
CRC has new client data available from 2022. The data report includes information on  
demographics (race, ethnicity, and gender), charges, and referral source. The CRC will  
present future reports at each CJC-RD subcommittee. CJC-RD subcommittee members  
are interested in data on the number of people referred compared to number of people  
completed, the length of the time in the program, service utilization and range, and  
outcomes of more sensitive cases.

F. Future Meeting Items and Dates  
1. REVIEW 2023 CJC-RD CALENDAR  
The community court advisory committee will begin meeting soon, and that committee  
will meet twice per month. It is necessary that CJC-RD members can minimize additional  
meetings. CJC-RD will move to quarterly meetings for 2023.  
Meetings will be held on: April 25th, August 22nd, and December 5th. Future meetings  
will also be hybrid.
