2.21.2023 MINUTES TREEBOARD POLICY

A motion was made by WEISS, seconded by BRODBECK, that the Minutes be  
approved. The motion carried by a voice vote 4-0.  
C. Tree Board Operating Agreement  
This will be an evolving agreement between board members, that can help our team  
create an environment in how we communicate and operate. Action-oriented agenda  
items: “decide, brainstorm, weigh in on” – shift from reporting and information sharing to  
engaging • Be deliberately engaged • All members of the board feel valued and respected  
• Permission to be unpolished • Communicate the ask • Hear from everyone • Make new  
members feel welcome • Follow up on request/tasks (accountable) • Start on time / end  
on time • Review TB Minutes prior to TB Meetings  
D. Project & General Updates  
1. Report of Tree Policy Meeting held at Morton Arboretum by Cathy Brodbeck :  
Discussion about program on developing tree preservation policy including site  
development requirements, trigger for tree ordinances, tree replacements and removals  
using case studies of two communities. Education of communities is needed.  
Enforcement legal ramifications also discussed. For Dane County, determine biggest  
challenges and obstacles, bring players together, build a framework and budget. Will  
only affect county lands. Resolutions would be needed. A consultant might be hired to  
draft the actual verbiage.
