A motion was made by WEGLEITNER, seconded by BARE, to approve the  
minutes. The motion carried by a voice vote 6-0 (YGP 1-0).

DANE COUNTY TRIAGE CENTER IMPLEMENTATION PLAN  
Wayne Lindstrom, Vice President of Business Development for RI International, provided  
a PowerPoint presentation and answered committee members' questions.

G. Budget Discussion and Amendments  
A motion was made by WEGLEITNER, seconded by HAASL, to open discussion on  
the operating budget amendments. The motion carried by a voice vote 6-0 (1-0  
YGP).  
HEALTH & HUMAN NEEDS COMMITTEE AMENDMENTS TO THE  
PROPOSED 2022 OPERATING BUDGET  
• HHN-O-01: Expenditures be increased by $15,000 in the Department of Human  
Services-Division of Prevention & Early Intervention, Community Programs for the  
Catholic Multicultural Center to provide Afghan refugee assistance. Motion to approve by  
Wegleitner, seconded by Palm. Motion to approve carried 6 (Bare, Castillo, Doyle, Haasl,  
Palm, Wegleitner)-0.  
• HHN-O-2: Expenditures be increased by $100,000 in the Department of Human  
Services for a POS contract with Families Back to the Table, Inc. to support the range of  
needs of their clients to include housing, case management, mentoring, AODA  
counseling, nutrition, and mental health.  
Motion to amend by Palm by striking the specific provider and requiring an RFP for 2022,  
seconded by Haasl.  
Motion to amend by Palm as follows: Expenditures be increased by $100,000 in the  
Department of Human Services for an RFP to include housing, case management,  
mentoring, AODA counseling, nutrition and mental health. Seconded by Wegleitner.  
Motion to approve the amendment carried 6 (Bare, Castillo, Doyle, Haasl, Palm,  
Wegleitner)-0.  
Motion to amend by Wegleitner as follows: Increase expenditures by $100,000 for a new  
POS contract in the CYF division to provide holistic, accessible, culturally relevant,  
community based services to families. Services may support a range of needs, including  
housing, case management, mentoring, AODA counseling, nutrition, and mental health.

Haasl, Palm, Wegleitner)-0.  
Motion to amend by Wegleitner as follows: Increase expenditures by $100,000 for a new

• HHN-O-3: Add the following language to 2021 RES-191: "The operating budget includes  
$300,000 for homeless outreach activities. The county will be drafting a report for  
implementation of of a potential lawful camping and car camping sites for people  
experiencing homelessness. When these sites are established these funds will be  
prioritized for services and property management activities to support people staying at  
these sites." Motion to approve carried 6 (Bare, Castillo, Doyle, Haasl, Palm, Wegleitner)  
-0.  
• HHN-O-4: Increase expenditures by $200,000 to increase funding for the Double Dollar  
program to expand benefits under the program.  
Motion to amend by Bare as follows: Increase expenditures by $200,000 to be granted to  
the Community Action Coalition of South Central Wisconsin to increase funding for the  
Double Dollar program to expand benefits under the program. Seconded by Wegleitner.  
Motion to approve the amendment carried 6 (Bare, Castillo, Doyle, Haasl, Palm,  
Wegleitner)-0.

to approve the amendment as amended carried 6 (Bare, Castillo, Doyle, Haasl, Palm,

• HHN-O-5: Expenditures be increased by $75,000 in the Department of Human Services  
- Division of Housing Access & Affordability to retain a consultant to complete a new  
Community Plan to Prevent and End Homelessness, as required by the federal Housing  
and Urban Development Department (HUD). Motion to approve by Wegleitner, seconded  
by Haasl. Motion to approve carried 6 (Bare, Castillo, Doyle, Haasl, Palm, Wegleitner)-0.  
• HHN-O-6: Increase expenditures to provide funding for an emerging organization called  
Soup-A-Transportation. They will be providing transportation for clients who are seniors,  
people with disabilities, people who need transportation to the grocery store, pick up  
medications, basic needs etc. This budget amendment was not acted on.  
A motion was made by WEGLEITNER, seconded by HAASL, to open discussion on  
the capital budget amendments. The motion carried by a voice vote 6-0 (1-0  
YGP).  
HEALTH & HUMAN NEEDS COMMITTEE AMENDMENTS TO THE  
PROPOSED 2022 CAPITAL BUDGET  
• HHN-C-01: Increase expenditures and borrowing proceeds revenue by $1 million to fund  
the purchase of a site for a tiny house village. Motion to approve by Wegleitner,  
seconded by Haasl. Motion to approve carried 6 (Bare, Castillo, Doyle, Haasl, Palm,  
Wegleitner)-0.  
• HHN-C-02: Increase expenditures and borrowing proceeds revenue by $3.25M for the  
acquisition and conversion of a hotel and/or other existing buildings to provide permanent  
affordable housing for people experiencing homelessness and on the coordinated entry  
list. The funds will be allocated pursuant to an RFP process, possibly in partnership with  
the City of Madison, for partnerships with non-profit housing providers committed to  
permanent affordability, a significant percentage of coordinated entry unit designations,  
and a housing first approach to provide supportive housing." Motion to approve by  
Wegleitner, seconded by Haasl. Motion to approve carried 6 (Bare, Castillo, Doyle, Haasl,  
Palm, Wegleitner)-0.
