Chair Ripp called the Park Commission meeting to order at 5:30 PM.

B. Consideration of Minutes  
Minutes of the July 27, 2022 Park Commission  
A motion was made by THORESEN, seconded by BROUWER, that the Minutes be  
approved. The motion carried by a voice vote 7-0.

F. Presentations  
1. Proposed Dane County Parks 2023 Fee Changes  
Staff presented the 2023 proposed fee changes. Commissioners supported the permit  
fee increases outlined, the veteran and military member discount, the new application fee  
for special event permit requests, the new fee-based recurring program permit, and a new  
permit level for commercial lake access users. THORESEN directed staff to be sure the  
proposed commercial lake access permit fees comply with NR 1.90 public access policy  
for waterways admin code for maximum allowable charges for lake access sites. Staff  
will revise proposed fee changes documents and proceed with a public hearing to adopt  
2023 fees on Wednesday, September 14, 2022.

2. Proposed Heritage Center 2024 Fee Changes  
Lael Pascual presented the proposed 2024 Heritage Center rental fees. Commissioners  
supported as outlined.

1. Madison Metropolitan Sewerage District (MMSD) Relief Force Main Project Plans,  
Ice Age Trail Junction Area  
The Madison Metropolitan Sewerage District (MMSD) is currently planning Phase 2 of  
their relief force main that will transport untreated wastewater generated by Verona  
residents and businesses through underground piping at the Ice Age Trail Junction Area.  
Phase 1 was constructed as part of the City of Verona eastside interceptor project in  
conjunction with the Badger Mill Creek restoration project. Chris James is representing  
Dane County Parks throughout the planning process. He attended two neighborhood  
meetings this week. There is a zoom public information meeting scheduled for  
Wednesday, August 24 at 5:30 PM.

August 24 - Silverwood County Park  
September 14 - Heritage Center lower level hybrid, with public hearing to set 2023 fees

K. Announcements  
Former Park Commissioner Dan Wisniewski's Celebration of Life will be held Thursday,  
September 1 from 3-5 PM at Holy Wisdom Monastery at 4200 CTH M, Middleton. Park  
staff is working with Dan's family to finalize a Salmo Pond Dan Wisniewski Accessible  
Fishing Area dedication, tentatively scheduled for Friday, September 2 at 10:30 AM.  
Chair Ripp noted that the carp catching nets are out at Indian Lake.  
L. Closed Session  
A motion was made by BROUWER, seconded by RIPP, that the Meeting enter into  
closed session. The motion carried by the following vote:

19.85(1)(e): The Commission may go into closed session for the purposes of  
deliberating or negotiating the purchasing of public properties, the investing of public  
funds, or conducting other specified public business, whenever competitive or  
bargaining reasons require a closed session.  
M. Return to Open Session  
A motion was made by THORESEN, seconded by BROUWER, that the Meeting  
exit out of closed session. The motion carried by the following vote:
