Call to order at 8:00 a.m.

Introduction of Supervisor Olivia Xistris-Songpanya who has agreed to serve on  
the Dane Arts Commission, Executive Committee, as Parliamentarian, and as  
liaison between the commission and county government

B. Consideration of Minutes  
[Minutes from the 06/15/2022 Arts and Cultural Affairs Commission  
Meeting]

A motion was made by Commissioner Puleo Moyer to approve the Minutes from  
the 06/15/2022 Arts and Cultural Affairs Commission meeting, seconded by Vice  
Chair Klehr.  
The motion was carried unanimously by a voice vote.  
C. Action Items  
1. Approval of cycle 2 funds for distribution  
- $94,500 in funds were distributed in 2022 Cycle 1 and approximately $68,700 is  
available in Cycle 2, with additional dollars from the Lussier fund...(note: we have to show  
how we went from $68,700 to $70,000 motion)  
- Director Fraire recommends discussing an additional grant fund request from the  
County Executive in 2023 for the 2024 budget  
A motion was made by Commissioner Miquelon to approve a maximum budget  
of $70,000 during the 2022-2 Grant Cycle, seconded by Commissioner Puleo  
Moyer.  
The motion was carried by unanimously by a voice vote.  
D. Presentations  
No presentation group is scheduled for the 09/09/2022 meeting  
E. Reports to Committee  
None.  
F. Chair/executive committee report-(request for discussion topics, future meeting  
locations, revisions on  
1. Request for discussion topics  
- Each commissioner is asked to present a topic for discussion, which may result in an  
action item led by the commissioner who introduced the topic  
- Topics proposed at the Executive Committee meeting included the Arts and Economic  
Prosperity survey (AEP), engagement of children, diversity, and inclusion in the arts,  
attending events as a commission, funding of admission-free events, and budget  
requests  
- An additional topic discussed with the full commission was strategic attendance of  
Dane Arts commissioners at events  
2. Revisions on Areas of Focus  
- An area of focus for Vice Chair Klehr will continue to be the commission handbook  
- Commissioner Miquelon will shift her area of focus from arts organizations engagement  
to the Arts and Economic Prosperity survey until April 2023  
- A “Friends Group” for Dane Arts is still under discussion, pending approval from the  
County Executive  
- Updates to the Commissioner Areas of Focus are as follows:  
- Community Engagement/Marketing focus area (publicity, outreach, special events):  
Parks Snyder, Puleo Moyer  
- Building Artist Pool: To be determined  
- Friends of Dane Arts/Fund Advisory focus area: Ritcherson  
- Grants Review focus area: Curet  
- Policy, Procedures and Handbook focus area: Klehr  
- New Commissioner Prospects focus area: Puleo Moyer  
- Arts and Economics AEP focus area: Miquelon  
- County Board/County Government: Supervisor Xistris-Songpanya  
- The commissioner areas of focus will be discussed again in November  
3. Future meeting locations  
- Due to Dane Arts staff schedule conflicts, a request has been made to change the  
default time of the commission meeting which has been held the third Wednesday of  
each month at 5:15 p.m.  
- According to a poll, the best time for all commissioners to meet will be Wednesdays  
8:00-9:15am  
- The next commission and Cycle 2 grant review meeting will take place on Wednesday  
October 19th at 8 a.m.  
- There will be no December commission meeting  
- The 2023 schedule will be discussed at a future commission meeting  
4. Vacant positions update  
- Incoming commissioners Laura Gallagher and Jennifer Garret are still in process to be  
approved  
- Director Fraire has spoken with three additional prospects  
- Commission Seat 2 and Seat 9 are still open  
G. Executive Director's Report  
- For full details, reference Director Fraire’s September Director Notes  
- Dane Arts’ is required to collect a minimum of 800 Arts and Economic Prosperity (AEP)  
surveys and Director Fraire’s goal is to collect 2,000  
- Dane Arts is one of the top AEP survey collectors in the nation  
- At least 30 individuals are registered for the DABL Business of Art Conference  
September 14-15 and at least 35 artists will exhibit their work during the DABL Art  
Market September 16-17  
- A 2022/2023 calendar/poster celebration will take place on October 17  
H. Future Meeting Items and Dates  
- October meeting date: Wednesday, October 19th at 8 a.m. (Cycle 2 grant review  
meeting)  
- November meeting date: Wednesday, November 9, 8:00-9:15am

I. Public Comment on Items not on the Agenda  
- Commissioner Miquelon announced that on Tuesday, Sept 27th Bread and Puppet will  
do a performance in Mazomanie around 6 or 6:30 pm, learn more at breadandpuppet.org
