EOC introductions made between current and newer appointed commissioners  
and Supervisors.

WEATHERBY-FLOWERS gave an overview of minutes and prior quorum  
concerns. Motion by FISHER, seconded by KATZ that minutes be adopted. Called  
for discussion. The minutes were approved.  
E. Action Items  
1. Voting on 2022 EOC Chair and Vice-Chair  
For Chair position-WEATHERBY-FLOWERS self-nominated for re-elections,  
FISHER self-nominated. WEATHERBY-FLOWERS called for discussion  
regarding objection, in favor of, or anyone interested in running. FISHER  
discussed reasons running for Chair. A motion was made by PELLEBON,  
seconded by KATZ to call for vote. There was a call for discussion by  
WEATHERBY-FLOWERS and a show of hands to move forward with  
voting-unanimous.  
WEATHERBY-FLOWERS re-elected to Chair with 2-1 votes  
For Vice-Chair position – FISHER self-nominated for re-election.  
WEATHERBY-FLOWERS asked if anyone was interested or wanted to  
nominate anyone in the position. A motion was made by PELLEBON,  
seconded by KATZ to consider FISHER to serve as Vice-Chair.  
FISHER re-elected to Vice-Chair by show of hands unanimously.  
Inquiry from FISHER regarding nominating self and voting for self.  
Clarification from staff that one can nominate self but not vote for self.

1. Chair's Report  
The EOC Chair will summarize meeting and other related activities on behalf of the  
Commission since the last Commission meeting. For information only. Any item raised  
for future discussion will be posted on the next agenda. Update from County Executives’  
Office.  
2. Staff's Report  
a. Follow up regarding collaborating with OEI Advisory and City EOC  
b. OEI follow up regarding discrimination complaints of Highway and Zoo.

J. Adjourn  
Meeting was adjourn at 6:29pm due to lost quorum.  
Staff suggested to end meeting due to loss of quorum. Discussion ensued when  
there is a body, the meeting needs to be recorded for open-record rules. Due to  
loss of quorum WEATHERBY-FLOWERS motioned to adjourn.  
A motion was made by FISHER, seconded by KATZ to have a quasi- meeting  
without actionable items or reports.  
Discussion ensued whether to continue meeting or not and the option for anyone  
to comment. Staff directed to follow up with parliamentary procedures regarding  
giving reports after adjourning meetings after loss of quorum. FISHER withdrew  
motion for quasi meeting and motioned to adjourn, seconded by KATZ.  
Unanimous vote to adjourn.
