The March 27, 2023 CDBG Commission Loan Review Team meeting will be a  
hybrid meeting. Members of the public can either attend in person or virtually via  
Zoom.

A. Call To Order  
The meeting was called to order at 2:00 p.m.  
Staff and others present: Nic Mink (Seven Acres Dairy Company), Peter Ouchakof and  
Michelle Bozeman (staff).  
B. Public Comment on Items not on the Agenda

C. Consideration of Minutes  
Motion by DeGollon, seconded by Amegashie, to approve the minutes of the February  
27, 2023 CDBG- Loan Review Team meeting. Motion carried unanimously by a voice  
vote.

REVIEW TEAM MEETING.

D. Presentations  
Nic Mink, President of Seven Acres Dairy Company, reviewed his project and request  
to the CDBG Commission seeking $240,000 in CDBG RLF funding for his  
redevelopment project in Paoli, WI. The site has been under-used for years and was  
nearing blight status, having previously been the location of an old dairy farm. Mr. Mink  
has 20 partners in the project along with 26 investors to help purchase the property in  
2021. The site is now on the National Registar of Historical places and being  
redeveloped into a dairy destination and mini-resort that is focused on agro-tourism and  
dairy events.  
Mr. Mink is requesting funding assistance for phase 2 of the project which will allow the  
business to increase and expand event space; build capacity to grow local food, partner  
with other regional farming operations focused on sustainability; and bring B-Cycle to  
the development site. The total project cost for phase 2 is around $500,000, which he  
expects will increase revenue by 20% in the coming months and create a minimum of 8  
FTE job positions to be made available to LMI residents.  
E. Action Items  
Following the interview, the Loan Review Team members deliberated on the financial  
feasibility of the project. Amagashie noted the many moving components of phase 2 of  
the project and would feel more comfortable assisting with specific components along  
with way. He was also concerned that the primary lender is unable to commit more  
funds to the project at this time. DeGollon concurred with Amegashie's analysis, and  
paused for concern about taking on so many pieces of the project at once. A motion by  
Amegashie, seconded by DeGollon, to not approve the loan request at this time, but  
leave for consideration at a later meeting after hearing input from Commissioner Brown,  
the third member of the review team. Motion passed unanimously.

by a voice vote, and the meeting adjourned at 3:00 p.m.
