Meier asks if Commission members had any thoughts or concerns in regards to moving
forward with the PulsePoint Verified Community Responder program. Meier unable to
recall if presentation was sent out giving an introduction to the Verified Responder
program. Will send out presentation to members before next meeting to discuss at July
meeting before proposing to County Exec’s office. Lohmeier says that he fully supports
the expansion of the Verified Responder program. Madison Fire has system set up where
personnel had laminated IDs and shirts bundled up with their AED that was provided to
them. Lohmeier asks if identification can be provided. Kronenfeld says that the app has
virtual ID that can be shown on phones. This program is slightly different from the
Verified First Responder and is instead the Verified Community Responder. The plan for
this would be similar to other areas of the country where it’s community verified but would
be limited in our county to only public safety providers. They would be responding only as
good Samaritans rather than official public safety responders. WICAMs IDs would also
be a good option for identification for these responders. Goff asks if there is an outline of
what the operational part of the program would look like. Goff supports the concept, but
would like more information. Kronenfeld suggests having a one-sheeter with a high level
overview of the program; DCEMS office to provide this prior to July meeting.
CARES Data - Anderson
The Annual Report covers cardiac arrest data. The Past Successes section
acknowledges that even though there was a lower volume of patients with initial cardiac
rhythm that could be defibrillated, the survival stayed steady in Dane County. The same
increase in these types of cardiac arrests happened nationwide, but the national data
shows a sharp decrease in survival. Despite the global pandemic, people were still
responding as bystanders which helped the survival rate. Anderson shares other data

DCEMS Office - The Cardiac Arrest Survivor breakfast is scheduled for October 16th for
2019 and 2020 survivors at the Monona Terrace. Meier invites commission members and
shares plan to have Dr. Lohmeier and Dr. Kacey as speakers since they were medical
directors in the two years. A couple keynote speakers will also be present. The new R30
will be coming eventually.
Public Safety Communications Center - Also working on the budget; trying to get more
positions, with emphasis on including Spanish bilingual candidates. This would reduce
response times in medical emergencies for those with language barriers.
