The August 22, 2023 Public Protection & Judiciary Committee meeting will be a hybrid meeting.

Meeting called to order at 5:35 p.m.

Committee suspends the rules in order to have 2023 RES-094 taken first under Section  
D by unanimous consent.  
B. Consideration of Minutes  
PP&J MINUTES OF JULY 25, 2023  
A motion was made by PELLEBON, seconded by EICHER, that the Minutes be  
approved. The motion carried by a voice vote.  
C. Presentations  
Empoderando a Comunidades para Cambiar y Optimizar la Salud (ECCOS) Dane County  
Experiences Regarding Domestic Violence.  
Fernanda Alayo-Cordova, Nora and Karina presented. Supervisor Pellebon explained that  
the Commission on Sensitive Crimes has begun looking into various issues, including  
language access and developing a gap in service report.

Requiring 2/3rds Vote be recommended for approval. No vote taken.  
Discussion between C. Bettin, A. Smith and Supervisor Eicher ensued.  
Eicher presented. A motion was made by KIGEYA, seconded by EICHER, that the  
Resolution Requiring 2/3rds Vote be amended by adopting the proposed Sub of  
Supervisor Eicher. No vote taken.  
A motion was made by EICHER, seconded by PELLEBON, to amend the proposed  
Sub by deleting “data analyst” in line 19 and replacing it with “human services  
program analyst to provide data analysis”, and by deleting “data analyst” in  
lines 69 and 77 and replacing it with “human services program analyst”, and by  
deleting word “POS” in line 20. The motion carried by a voice vote. 4-1

A motion was made by EICHER, seconded by PELLEBON,to amend the proposed  
Sub by deleting “POS” from lines 65, 66, 71 and 83. The motion carried by a  
voice vote. 5-0  
A motion was made by KIGEYA, seconded by EICHER, that the Resolution  
Requiring 2/3rds Vote that the proposed Sub. to the resolution be recommended  
for approval. The motion carried by a voice vote. 4-1 (Weigand)
