The September 18 EMS Commission meeting will be a hybrid meeting. Members of the public can either  
attend in person or virtually via Zoom.  
The public can attend in person at 2982 Kapec Rd. Fitchburg.

C. Discussion Items  
CARES Update  
Expansion into Sun Prairie will not go into effect until resolutions are approved. Looking  
at 2nd-3rd week of December for CARES to expand to City of Sun Prairie.  
Budget Update  
DCEMS request for funds to cover entire cost of data system for EMS agencies has  
been approved and budget finalized.  
Cambridge EMS Update  
Update on what the municipalities in that district are deciding on for EMS and Fire  
service: Ryan Bros and Fort Atkinson Fire will be covering Town of Oakland calls.  
Nothing yet on what Village of Cambridge will be doing, but meetings continue.  
Middleton & Waunakee Area EMS Update  
City of Middleton EMS and Waunakee Area EMS commissioned a study with the  
Wisconsin Policy Forum on reducing future costs. Looking at potential merger and  
cost/cost savings that would result from combining or sharing services. It is currently in  
the final stages and the official report should be finalized by mid-December. Once report  
is received, will take back to individual commissions and municipalities. Will hopefully  
have more information for Commission in January.  
Maintenance of Effort Update  
Last state budget included increased shared revenue to counties and municipalities. One  
of the conditions attached is that municipalities can't cut funding to EMS. Municipal  
Clerks will have to submit proof to Department of Revenue.  
Group Purchasing Research  
Have not been able to discuss at an EMS Chiefs meeting to brainstorm areas for support  
yet. Language Line has been implemented for all EMS agencies.  
Proposed EMT Curriculum Changes  
DHS received a lot of feedback during the open comment forum for the proposed  
changes. DHS will go through the information and go forward as they're able. Initially, new  
curriculum was thought to be implemented fall of 2026. There are several next steps that  
still need to happen, so no information is definitive yet. Madison College has laid out  
some sequencing options/ideas for if and when this new curriculum is implemented.  
There has been push back on the increase in hours for EMT basic and is being seen as  
a deterrent to getting more EMTs licensed.

Dan Williams went to Seattle to discuss what Dane County has been doing to increase  
cardiac arrest survival. Received a lot of good feedback and potential areas for  
improvement.
