The Monday November 6, 2023 AAA Board meeting will be conducted in hybrid fashion. Members of the  
public can either attend in person or virtually via Zoom.  
The public can attend in person at the ADRC building, 2865 N Sherman Ave Room 109, Madison.  
The public can access the meeting virtually with the Zoom application or by telephone.

B. Consideration of Minutes  
AAA Board Minutes October 9, 2023  
A motion was made by WERNER, seconded by MCGINNITY, that the Minutes be  
approved. The motion carried by a voice vote 5-0.  
C. Action Items  
Nutrition/Wellness Committee Appointment  
Emily Muwin. I am the Health and Wellness Programs Manager at Second Harvest  
Foodbank – I work with healthcare partners in our service area on various initiatives to  
reduce food insecurity among folks with chronic and acute health conditions. I have a  
Master of Public Health with a concentration in nutrition, and I have held multiple roles  
within the food and nutrition space. Previous roles have included nutrition education,  
program administration (including Child and Adult Care Food Program, Summer Meals  
Program, and National School Lunch Program), wellness initiatives (including local  
produce and diabetes-focused food boxes), as well as diet-specific data collection and  
analysis. I live in Madison, and I am 27 years old.  
A motion was made by WERNER, seconded by WREH, that Emily Muwin be  
appointed to AAA's Nutrition/Wellness Committee. The motion carried by a  
voice vote 5-0.

1. Aging and Homelessness (Sarah Lim & Melissa Mennig)  
DANE COUNTY AGING & HOMELESSNESS PRESENTATION  
City of Madison Community Development Specialist Sarah Lim and Dane County Housing  
Program Specialist Melissa Mennig provided a PowerPoint presentation and answered  
Board members' questions.  
2. Regional Housing Strategy Update (Olivia Parry)  
Dane County Planning and Development Department Senior Planner Olivia Parry was  
unable to attend the meeting. The presentation will be rescheduled.  
E. Reports to Board  
1. State and Federal Report (Langer)  
Wisconsin Bureau of Aging and Disability Resources (BADR) Program Administrator  
Laura Langer reported BADR wished to congratulate the Aging & Disability Resource  
Center of Dane County for its role in the celebration of the 25th anniversary of ADRCs in  
October. The Administration for Community Living has sought input regarding Older  
Americans Act-funded programming and new regulations are expected for aging plans  
beginning with the 2025-2027 cycle. The regulations are expected to be released in  
March 2024. BADR met with AAA staff recently and received updates about goals and  
planning for the upcoming aging plan. November is National Family Caregiver Month and  
AAA will conduct several events throughout Dane County to celebrate caregivers.

a. AAA Access Committee (Farsetta, McGinnity)

Farsetta reported the Access Committee has not met since the Board's previous  
meeting.

b. AAA Legislative/Advocacy Committee (Rose)  
AAA Legislative/Advocacy Committee Minutes 10.25.23  
Farsetta reported the Legislative/Advocacy Committee met on October 25, when the  
topics of discussion included the Healthy Aging Grant state legislation the Board voted in  
favor of supporting in the most recent meeting. There was also a presentation on client  
experiences with the case management program.

c. AAA Nutrition/Wellness Committee (Werner)

Farsetta reported the Nutrition/Wellness Committee has not met since the Board's  
previous meeting.

d. Dane County Health & Human Needs Committee (Palm)  
HHN Minutes from 10.12.23 and 10.17.23.  
Farsetta reported HHN met on October 12 and October 17 regarding the 2024 DCDHS  
budget.

e. Dane County Specialized Transportation Commission  
No meeting since September 27, 2023. Minutes shared at last meeting.

3. Board Member Status  
Mohan reported that the Board has two openings and asked members to let her know if  
someone is interested in serving.  
4. Chair & Staff Reports  
Mohan reported AAA staff have started to conceptualize the plan for the 2025-2027 aging  
plan and informed the Board that they might be asked to step in at a later time to  
share/gather information and provide feedback from their communities.  
Farsetta reported the 4th annual Aging Well Summit is scheduled for Nov. 11-12, with a  
panel discussion on the continuing caregiver crisis an item of particular interest for the  
Board.
