Dr. Kelvin Banks and Jessica Ireland presented on Pathways to Pretrial
Advancement, a structured strategic planning process guided by APPR, in which
Dane County is participating. The Wilson Sheehan Lab for Economic
Opportunities is also a partner in the initiative to support sites in their research
work.
Discussion ensued regarding:

The importance of not duplicating work that has already been done by Dane
County
•
Lifting up areas in which Dane County is succeeding, in addition to targeting
areas for improvement
•
Collaboration on a press release when the official announcement of
participation is made by APPR
•
•
Taking into account the financial cost of potential improvements
The workgroup on this initiative will regularly report to the Pretrial Services
Subcommittee, which in turn will report to the CJC twice a year.
E. Reports to Committee
1. Update on Community Justice Council strategic plan
Clark-Bernhardt reported that the Community Justice Council has accepted the
strategic plan. The plan is available at the CJC website and was also emailed to
subcommittee members. Print copies will be available upon request.
2. Overview of process for adding community members to the subcommittee
Clark-Bernhardt reported that Community Justice Council chair has received
nominations for the two community member seats on the Pretrial Services
Subcommittee, and anticipates making an announcement about the new
members at the February CJC meeting.

The next meeting will be April 1, 2026 at 12:15. The meeting will include an
update from the workgroup on the APPR initiative.
