B. Consideration of Minutes  
11-18-2025 CDBG COMMISSION MEETING MINUTES  
Motion was made by Commissioner Donald Dantzler and seconded by  
Commissioner Loreen Gage to approve the minutes from the November 18, 2025  
CDBG Commission meeting. Motion passed unanimously by voice vote.  
C. Reports  
1. 2026 CDBG/HOME Funding Recommendations  
2026 CDBG-HOME FUNDING RECOMMENDATIONS - REV. 1.06.2026  
Cindy Grady reported that program income for 2026 is estimated at $150,000 in CDBG funding and  
$50,000 in HOME funding, based on 2025 numbers, and explained that we are allowed to use that  
Program Income for 2026 CDBG/HOME programs.  
Based on these calculations and the contingencies set forth and voted on by this Commission, we  
included 15% of the estimated CDBG program income into Public Services – this funded Focused  
Interruption at their minimum request, and Legal Action of Wisconsin at slightly less than their minimum  
requested. The remainder of the CDBG program income went to Project Home Major Home Repair  
program and Access Community Health Center, per the contingencies. The remainder of the HOME  
program income went to Project Home Major Home Repair program.  
D. Presentations  
1. Information on CDBG Commission Application Review Team & RFP Process  
APPLICATION REVIEW TEAM & RFP PROCESS  
Ms. Grady presented information about the CDBG Application Review Team (ART), its purpose, and  
duties involved with becoming a member of this subcommittee. This year, the ART will evaluate  
applications for the CDBG PRO Housing RFP in addition to the annual CDBG/HOME RFP applications.  
Additional meetings of the ART will be scheduled prior to the release of the RFPs.  
2. Information shared as part of the Public Hearing on the CDBG-DR grant  
a. Overview and Status of CDBG-DR project  
b. Displacement, if applicable  
c. Community Housing Needs  
MAIN STREET TOWNHOMES PROJECT BACKGROUND  
NORTHPOINTE DEVELOPMENT PRESENTATION  
Baltazar De Anda Santana gave an overview of the CDBG-DR (Disaster Recovery) grant project,  
including the background, funding, and project status. Sean O’Brien of Northpointe Development and  
Scott Jennings of Vierbicher Associates presented more information specific to the Main Street  
Townhomes development that is partially supported by the CDBG-DR grant. Twenty-four townhomes  
in Oregon were developed as affordable rental housing for low- to moderate-income families.  
E. Public Hearing on the CDBG-DR Project  
Chair Brown opened the public hearing for the CDBG-DR Project at 5:52pm. No  
public comments were made. Chair Brown closed the public hearing at 5:53pm.  
F. Action Items  
Commissioner Dantzler left the meeting at 5:44pm, prior to the action items.

Motion was made by Chair Brown and seconded by Commissioner DeGollon to  
approve the appointments of Commissioner Dantzler, Vice Chair DeGollon,  
Commissioner Gunderson, Commissioner Kamp, and Commissioner Kreft to the  
2026 CDBG – Application Review Team, with Commissioner Anthony Dare serving  
as an alternate member. Motion passed unanimously by voice vote.

Motion was made by Chair Brown and seconded by Vice Chair DeGollon to  
approve the 2026 CDBG Meeting Calendar. Motion passed unanimously by voice
