The March 17, 2022 Executive Committee meeting is being held remotely. The public can access the

A. Call To Order  
The meeting was called to order at 5:30 p.m. Also present: Supervisors Kiefer, Ratcliff,  
Smith, Wegleitner, Rockwell, and Palm; Lisa MacKinnon, Karin Peterson-Thurlow.

MINUTES OF THE 3-3-22 EXECUTIVE COMMITTEE MEETING

A motion was made by ERICKSON, seconded by CHAWLA, that the minutes be  
approved. The motion carried by a voice vote.

D. Referrals (Resolutions & Ordinance Amendments)  
IN SOLIDARITY WITH THE PEOPLE OF UKRAINE

BARE, RITT, MILES and ERICKSON

Supervisor Tim Kiefer spoke in support of the resolution and also indicated he hoped to  
see a few clarifying amendments at the County Board. Sup Erickson also indicated  
support for an additional amendment at the County Board.  
Supervisor Smith indicated that this resolution was developed due to action by the  
Monona Grove High School and Model UN students.  
Supervisors Ratcliff and Smith spoke in support of the resolution.  
A motion was made by ERICKSON, seconded by CHAWLA, that the resolution be  
recommended for approval. The motion carried by a voice vote.  
E. Items Requiring Committee Action  
DISCUSSION AND POSSIBLE ACTION ON BIENNIAL UPDATE OF CHAPTER 7  
COUNTY BOARD RULES  
PUBLIC COMMENT (see registration report included with minutes)  
- Erik Anderson, Primrose, registered to speak on the proposed Ch 7 changes (neither in  
support or opposition, but for clarification).  
Supervisors Tim Rockwell and Tim Kiefer both spoke in opposition to the Wegleitner  
proposal to remove prayer from the County Board proceedings section of Ch 7.  
Wegleitner responded with a suggestion to add a reference to "reflection."  
Staff read through each proposed change to Ch 7 with clarifying responses from  
Corporation Counsel and committee members indicated whether a provision should move  
forward to ordinance drafting or be removed.  
Due to time constraints and the length of the Ch 7 porposed amendments document, the  
committee decided to hold an additional meeting on March 24th at 6:30 p.m. to take up  
the remaining Wegleitner proposed amendments in order to be able to have an OA ready  
for the first April meeting of the committee. A motion was made to that effect.  
SUGGESTED CHANGES TO CHAPTER 7 COUNTY BOARD RULES  
FOR 2022-2024 TERM  
A motion was made by ERICKSON, seconded by CHAWLA, that the Action  
Item be taken up for additional discussion at an additional Executive  
Committee meeting to be scheduled for March 24th at 6:30 p.m. At that  
meeting the committee will take up the remaining Wegleitner proposals and  
discuss the process clarification regarding notice of same-day meeting  
cancellations. The motion carried by a voice vote.

The next meeting of the committee is scheduled for March 24th at 6:30 p.m., exclusively  
to address the remaining Ch 7 amendment proposals and take action on OA drafting
