Takisha Jordan called the meeting to order at 5:32 pm with a quorum present.

7-1-2024 CCHIC MINUTES  
A motion was made by Michele Doolan and seconded by Dina Nina  
Martinez-Rutherford to approve the minutes of July 1st, 2024. Motion passed by  
voice vote.

E. Presentations  
1. New Men’s Shelter Development Update – City of Madison Community Development  
Division  
Linette Rhodes, City of Madison, provided an overview and update of the Bartillon Shelter  
project. Miron Construction was selected as the general contractor for the project with an  
estimated building start date in August 2024. Naming of the project will be a next step in  
the process. The project is still looking for additional operating funding. Members asked  
questions and staff responded.  
2. Community Plan to Prevent and End Homelessness Implementation Plan – HSC  
Community Plan Oversight Committee  
2024 COMMUNITY PLAN PRESENTATION  
Torrie Kopp Mueller, Continuum of Care Coordinator, City of Madison, shared Dane  
Forward, the 5-year Plan to Prevent and End Homelessness with members of the  
committee. Highlights were given for the implementation for year 1. Members asked  
questions and items were discussed.  
F. Action Items  
BUDGET RECOMMENDATION LISTENING SESSION FOR THE 2025 CITY AND  
COUNTY BUDGET PROCESSES  
Committee discussed items they wanted to support in the 2025 City and County budgets.  
A motion was made by Dina Nina Martinez-Rutherford and seconded by Michele  
Doolan to send a letter to the City of Madison, Common Council members, Dane  
County Executive and County Board Supervisors to recommend sufficient funding  
for the shelters, homeless diversion and prevention, housing options for families,  
creativity in utilizing the affordable housing development fund, continued  
support for the regional housing strategy and transportation.  
Motion passed by voice vote.

City and County staff presented updates. Members asked questions and items were  
discussed.
