The Monday March 3, 2025 AAA Board meeting will be a hybrid meeting.  
Members of the public can either attend in person or virtually via Zoom.  
The public can attend in person at the ADRC building, 2865 N Sherman Ave, Room 109, Madison.

1. Medicaid Impacts on Older Adults  
AAA Board Letter to Delegates 2.27.25  
VELASQUEZ presented the recommendation from the Legislative Advocacy Committee  
of the AAA Board that a letter and attached County Board Resolution 2024-332 be sent  
to the Dane County Delegation by the AAA Board. FARSETTA requested adding to the  
letter that Federal Medicaid cuts would also put programs for community-based services  
at risk that the Federal government does not require states to offer.  
Motion by WERNER, seconded by WREH, to approve amended letter to be  
sent to the Dane County delegation supporting Resolution 2024-332 by Dane  
County Board of Supervisors and urging no cuts to Medicaid, Department of  
Agriculture, and the Older Americans Act. Voice vote carried.  
2. Recommendation Report Nutrition Wellness Committee Description

AAA Nutrition and Wellness Committee.  
Motion by WERNER to approve the AAA Nutrition and Wellness Committee  
Description. Voice vote carried.  
3. Recommendation to appoint Kathleen (Kathy) Pazak to the AAA Nutrition and  
Wellness Committee  
Motion by WEIGLIETNER to approve appointment of Kathy Pazak to the AAA  
Nutrition and Wellness Committee. Voice vote carried.  
I am a retired speech language pathologist who still holds her state license and national  
credentials. In 2020, I was appointed by the governor to serve on the Hearing and  
Speech Examining Board. In that role, I have served as Chairperson and am currently  
Secretary of the board. My term will expire in 2027. I am an election inspector for the  
Town of Christiana.  
My professional career has spanned over 35 yrs.in a variety of settings from cradle to  
grave. That is, I’ve evaluated and treated our youngest patients in the NICU, taught  
graduate students at UW-Whitewater and worked with adults from age 18 into their 90s.  
I have always been a devoted patient advocate ensuring my patients and their families  
understand their care, can navigate the healthcare system and are getting the most out  
of their benefits (insurance, Medicare, Medicaid).  
I believe my education and experience with healthcare makes me uniquely qualified to  
be a member of the Nutrition and Wellness Committee. As a speech language  
pathologist, my training and experience in dysphagia (swallowing disorders) in older  
adults has always focused on nutrition. Older adults with dysphagia are 5 times more  
likely to experience under nutrition.

VELASQUEZ presented a report on how many clients were served by ARPA Hoarding  
Clean-Up Funding.  
2. Community Grants Administered by AAA  
Community Grants Administered by AAA  
Claire Purkis, AAA Aging Programming Specialist, presented on three community grants  
administered by the AAA. Applications will open soon. Purkis requested Board  
members consider volunteering to score the applications and bring recommendations for  
funding to the May 5 Board meeting.  
E. Reports to Board  
1. State and Federal Report (Langer)  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) wanted to  
thank everyone who worked on the Dane County Aging Plan as it was very well written.  
They will be using the three AAA Aging Plans to create the Wisconsin Aging Plan. The  
state’s draft plan is due at the end of March and will be put out for public comment in the  
Spring. Everyone is encouraged to read through the plan. Langer talked about all of the  
work involved from county users to getting the state’s new database, PeerPlace, up and  
running.

FARSETTA reported five openings on the AAA Board. VELASQUEZ stated that there is  
work being done to create a recruitment advertisement to solicit additional members.

VELASQUEZ reported that a new search for the Human Services Director is in process.  
-AAA Manager Resignation  
VELASQUEZ reported AAA Manager Sridevi Mohan resigned February 19, 2025. The  
position was posted on February 21, 2025 and will close on March 7, 2025. Hoping to  
have the position filled by May 2025.  
-Aging Advocacy Day & Wisconsin Aging Advocacy Network Report  
WAAN Report  
VELASQUEZ informed Board members that Aging Advocacy Day will be May 13, 2025  
and encouraged people to signed up after March 10.

Graham Smith commented that funds directed to community agencies are sometimes  
not used for their intended purposes and are being comingled with other funds. Money  
was frequently used to pay for wages of staff not associated with the direct provision of  
program services.
