MINUTES OF THE FEBRUARY 10TH, 2026 COMMUNITY JUSTICE COUNCIL  
RACIAL DISPARITIES SUBCOMMITTEE  
C. Action Items  
The Community Justice Council Executive Committee has requested that the  
Community Justice Council Racial Disparities Subcommittee consider addressing  
efforts on the reentry and reintegration components of the Community Justice  
Council Strategic Plan.  
Chair Mbainai moved to postpone the scheduled action item until after the  
presentation. There was no objection, and the agenda was adjusted accordingly  
Following discussion, a motion was made by Middleton and seconded by  
Sparkman for the subcommittee to formally focus on the reentry and  
reintegration aspects of the Community Justice Council Strategic Plan. The  
motion was adopted at 1:08 PM  
Pearson made a motion, which was seconded by Hamdan to contact the Council  
of State Governments to obtain additional information regarding a potential  
partnership and to explore any associated costs. This motion was made at 1:09  
PM.  
D. Presentations  
Director Colleen Clark-Bernhardt provided framing for the request by the  
Community Justice Council Executive Committee. She conveyed that the  
Community Justice Council Executive Committee has requested that the  
Community Justice Council Racial Disparities Subcommittee focus some effort on  
the reentry and reintegration components of the CJC Strategic Plan, and why this  
work may be suited to the Community Justice Council Racial Disparities  
Subcommittee  
Valerie Carpico and Jesse Kelley of the Council of State Governments delivered  
a presentation on the Council of State Governments Reentry 2030 initiative. The  
presenters explained how this initiative may be used to address issues related to  
reentry and reintegration in Dane County  
Reentry 2030: A Framework for Cities and Counties, Building Safer, Stronger Communities Through  
Reentry 2030.  
Presented by Valerie Carpico, Jesse Kelley and Susan Gottesfeld as presenters, Council of State  
Governments Justice Center.
