A. Call To Order  
Chair Taylor Brown called the meeting to order at 5:00pm with a quorum present.

B. Consideration of Minutes  
06.10.2025 CDBG COMMISSION MINUTES  
Motion was made by Supervisor Michael Engelberger and seconded by  
Commissioner Anthony Dare to approve the 6/10/2025 meeting minutes. Motion  
passed unanimously by voice vote.  
C. Presentations  
1. Introduction of new CDBG Commission Member, Tim Kreft  
Chair Brown introduced and welcomed the Commission’s newest member,  
Tim Kreft. Commissioner Kreft said a few words about his experience and  
interest in serving on the CDBG Commission.  
2. Introduction of new Assistant Corporation Counsel, Erica Lopez  
Chair Brown introduced new Assistant Corporation Counsel, Erica Lopez. Ms.  
Lopez indicated that she will be the point of contact for the CDBG/HOME team  
and is available for any questions.  
3. Northpointe Development – Project Status Updates by Sean O’Brien  
NORTHPOINTE DEVELOPMENT CDBG PRESENTATION  
Sean O’Brien gave an overview of Northpointe Development and presented on  
several projects that have been completed or that are in development, which  
included The Limerick (Fitchburg), Broadway Lofts (Monona), Sky Ridge (Sun  
Prairie), Main Street Townhomes (Oregon), Merchant Place Apartments  
(Madison), and Uptown Hills (Fitchburg). These projects include affordable  
housing and are all partly supported by CDBG/HOME/HOME-ARP funds. Mr.  
O’Brien welcomed the Commission members to tour any of the properties, or to  
attend groundbreaking events as they occur.  
D. Action Items  
1. Appointment to Application Review Team – New appointment Chrisbelly Antimo  
Commissioner Chrisbelly Antimo is being appointed to the Application Review  
Team to replace Commissioner Kathy Kamp, who had to step down from the  
committee.  
Motion was made by Supervisor Engelberger and seconded by Commissioner  
Dare to appoint Commissioner Antimo to the Application Review Team. Motion  
passed unanimously by voice vote.  
2. HOME Tenant-Based Rental Assistance (TBRA) Policy  
CDBG HOME POLICIES - TBRA REVISIONS 07.24.2025  
Baltazar De Anda Santana gave an overview of the Tenant-Based Rental  
Assistance policies and the recent revisions made to the document. Changes  
were needed in order to be in compliance with current regulations and to create  
County policies on the funding for the program.  
Motion was made by Supervisor Engelberger and seconded by Commissioner  
Dare to accept the revisions to the TBRA policies. Motion passed unanimously by  
voice vote.  
E. Reports to Committee  
1. Dane County Urban County Consortium Renewal Period  
Cindy Grady reported that we are in the requalification period (FFY 2026-2028)  
for the Dane County Urban County Consortium, as mandated by HUD, which  
means that member municipalities shall be notified that their participation is  
automatically renewed unless they opt out. In addition, we are asking  
municipalities for updated Cooperation Agreements, which are also required by  
HUD. Ms. Grady asked that CDBG Commission members actively support the  
efforts to obtain new Cooperation Agreements, as needed, from the  
municipalities they represent.
