The Monday August 4, 2025 AAA Board meeting will be a hybrid meeting.

B. Consideration of Minutes  
AAA Board minutes from July 7, 2025  
FARSETTA requested her name be corrected in the area of calling the  
meeting to order for July 7, 2025 meeting.  
A motion was made by WERNER, seconded by KUHN, that the minutes be  
approved as amended. The motion carried by a voice vote.  
C. Action Items  
1. Recommendation to appoint Supervisor Patrick Downing to the AAA  
Nutrition/Wellness Committee  
A motion was made by KUHN, seconded by WERNER,to approve appointment  
of County Supervisor Patrick Downing to the AAA Nutrition/Wellness  
Committee. The motion carried unanimously.  
D. Presentations  
1. AAA Board Presentation to HHN Committee; Power Point and Discussion  
AAA Board to HHN Committee  
Angela Velasquez, DCDHS DAS Administrator, presented a 2024 AAA  
Annual Report to be shared with the Dane County Health and Human  
Services Committee next month.  
2. IRIS/Family Care Meals & Senior Nutrition Program-Shannon Gabriel, AAA  
Registered Dietitian/Healthy Aging Coordinator  
Senior Nutrition and MCO Information  
Shannon Gabriel, Area Agency on Aging Nutrition Director, presented an  
update on the Senior Nutrition Program and process for switching clients to  
Managed Care Organizations.  
E. Reports to Board  
1. State and Federal Report (Neal Minogue)  
Neal Minogue, BADR Supervisor, thanked everyone for all of our work on  
the 2025-2027 Aging Plan. Minogue said this plan had the most public  
input and outreach performed than any past Aging Plans. Minogue agreed  
with comments from Angela Velasquez about the highest level of changes at  
DHS. The newly formed Children, Families and Communities has combined  
several DHS divisions. ACL program is basically gone and half of very talented  
staff have been effected by Reduction in Force (RIF'd). Across the country,  
DHS units are losing very connected staff to programs. The Federal cuts have  
been impacting Wisconsin's DHS programming. Staff lost who had strong  
connections with tribal communities. The state has no information on who is  
monitoring an unknown mail address with questions from Wisconsin DHS.  
Minogue stated there has not been any communication from a Federal level  
responding to Wisconsin's Aging Plan that was required to be submitted at the  
end of July.
