The Monday May 5, 2025 AAA Board meeting will be a hybrid meeting.

A. Call To Order  
Introduction of staff and committee members to new AAA Board member Ron Kuhn.  
KUHN gave a brief history of his background.  
Chair FARSETTA called the meeting to order at 3:47 pm.

B. Consideration of Minutes  
AAA Board Minutes March 3, 2025  
A motion was made by WERNER, seconded by DOWNING, that the minutes be  
approved. The motion carried by the following vote:  
6 - PAN, WERNER, Farsetta, DOWNING, WEGLEITNER and WREH

C. Action Items  
1. Approval of Advocacy Letter to Legislative Delegation  
ADVOCACY LETTER  
DAS Administrator Angela Velasquez presented an Advocacy Letter from the AAA  
Legislative/Advocacy Committee. Board members discussed the letter. Board members  
approved changes to be made to the letter:  
In the 4th paragraph after the mention of falls are the leading cause of emergency  
room visits for older adults in Dane County. Add “Wisconsin leads the nation in the rate  
of fatalities from falls.”  
At the end of the 5th paragraph, following the mention of nursing home level care in  
institutions. Add “At the same time, nursing homes are gradually closing or deteriorating  
and are increasingly unable to retain experienced staff with continual budget cuts through  
the Medical Assistance program.”  
Very last paragraph to read, ”Thank you for taking the time to learn about how the  
disruption to programs currently provided under the OAA and/or elimination of funding to  
other resources impact older Dane County adults.”  
A motion was made by DOWNING, seconded by WERNER ,to approve the  
amended Advocacy Letter and send to our Federal delegation. The motion  
carried by a voice vote.  
2. AAA Board Member Elections  
Tabled to July meeting when more members will be in attendance.  
3. Establishment of an AAA Board Subcommittee for Community Grant Awards  
VELASQUEZ requested a subcommittee for scoring the Community Grant Awards be  
formed. Board members discussed having Patrick Downing, and Caroline Werner as the  
committee members representing the Board with Claire Purkis being the staff person  
assigned.  
A motion was made by WERNER, seconded by DOWNING, to approve the  
creation of the AAA Board subcommittee Community Grant Awards.. The  
motion carried unanimously.  
4. Acceptance of an Aging Issue paper for 2026 Budget Consideration  
2026 Budget Consideration  
VELASQUEZ presented the Focal Point budget request of Transportation reimbursement  
as they are currently using their own funding to schedule rides. Discussion among board  
members of the request.  
A motion was made by DOWNING, seconded by WERNER, to approve the  
Transportation Budget request from Focal Points. The motion carried by a  
voice vote.  
5. Recommendation to appoint Claire Mance from the UW-Madison Division of  
Extension Dane County to the AAA Nutrition and Wellness Committee  
A motion was made by WERNER, seconded by DOWNING, to approve Claire  
Mance’s appointment to the AAA Nutrition/Wellness Committee. The motion  
carried unanimously.  
6. Recommendation to appoint Katie Buenger from Second Harvest Food Bank to the  
AAA Nutrition and Wellness Committee  
A motion was made by WERNER, seconded by DOWNING, to approve Katie  
Buenger’s appointment to the AAA Nutrition/Wellness Committee.. The  
motion carried unanimously.  
D. Presentations  
NewBridge Madison Diversity & Inclusion Program Report  
Jim Krueger, Executive Director of NewBridge Madison, and Deena Givens, Activities  
Manager of NewBridge Madison, presented on the history and focus of the Diversity and  
Inclusion Program.  
E. Reports to Board  
1. State and Federal Report (Langer)  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) acknowledged  
Gov. Evers Proclamation for National Aging month. State Aging Plan is open for the  
public to view. Deadline for comments is May 25. Press Release coming soon of Gov.  
Evers plan to file a lawsuit against the Trump Administration for Cuts to AmeriCorps, as  
they serve Wisconsin residents.

FARSETTA stated we are still four positions open on the AAA Board.  
4. Chair & Staff Reports  
a. AAA Manager Hiring  
VELASQUEZ introduced Lynn Riley as the new AAA Manager at the beginning of the  
meeting. Lynn introduced herself and provided some background on herself.  
b. Aging Advocacy Day  
May 13 is the Aging Advocacy Day at the state capitol.  
F. Future Meeting Items and Dates  
Next meeting: Wednesday June 4, 2025 at 3:45 pm via Hybrid to approve the  
Community Grant Awards.

A motion was made by DOWNING, seconded by WERNER, that the meeting be  
adjourned at 5:20 pm. The motion carried unanimously.
