B. Consideration of Minutes  
[MINUTES FROM THE 08/21/2024 ARTS AND CULTURAL AFFAIRS  
COMMISSION MEETING]

A motion was made by Vice Chair Puleo Moyer to approve the minutes from the  
8/21/2024 Arts an Cultural Affairs Commission meeting.  
The motion was carried unanimously by a voice vote.  
C. Action Items  
1. Approve Cycle 2 Grants Pool Budget (overall)  
A motion was made by Commissioner Curet to approve the 2024 Cycle 2 grant  
pool budget of $100,000, seconded by Commissioner Handy.  
- 25 panelists total (5 panels x 5 panelists) will be offered a $100 honorarium each for  
serving as a Dane Arts grant reviewer.  
- The total budget for panelist honorariums is $2,500, which will be distributed from the  
$100,000 Dane Arts grant budget  
A motion was made by Commissioner Handy to approve the 2024 Cycle 2 net  
total budget of $97,500 for all grant awards in 2024 Cycle 2, seconded by  
Commissioner Miquelon.  
The motion was carried unanimously by a voice vote.  
2. Approve Capital Grants Allocation Formula  
During the August Commission meeting, it was determined that 5% of grant pool dollars  
shall be allocated to the capital grant application budget in each cycle.  
A motion was made by Vice Chair Puleo Moyer to approve the capital grant  
allocation formula as outlined above, seconded by Commissioner Parks Snider.  
The motion was carried unanimously by a voice vote.  
3. Approve Cycle 2 Capital Grants Budget  
No capital grant applications were received this cycle.  
D. Update on Cycle 2 process (number of applicants, panel reviews/chairs,  
commission  
review date)  
- 2024 Cycle 2 grant applications by discipline are as follows: Arts in Education (7),  
Dance (6), Multidisciplinary Arts/Culture (9), Music (16), Visual Arts (4)  
- There were 4 short order grant applications and no capital grant applications this cycle.  
- Project grant requests totaled $181,033, short order grant requests totaled $2,804.65,  
and all 2024 Cycle 2 requests totaled $183,837.65.  
- Panel Chairs are in place for all of the remaining 2024 Cycle 2 grant review meetings on  
September 19th, 23rd, 25th, and 27th.  
E. Discussion on philosophy of how Dane Arts distributes grant dollars  
This discussion was tabled until a future commission meeting, date to be determined.  
F. Brief Area of Focus Reports  
Community Engagement:  
- Vice Chair Puleo Moyer proposed a discussion about changing the default commission  
meeting time with the possibility of changing the time only, or time and day of week.  
- Consensus was that meeting time options must fall within the hours of 8:30 a.m. and 5  
p.m.  
- Vice Chair Puleo Moyer proposed the implementation of a file sharing system for  
commission related documents. The file sharing system will allow all commissioners to  
upload their own documents, which the existing portal does not currently permit.  
- Commissioner consensus was to support moving forward with the file management  
system presented by Vice Chair Puleo Moyer.  
G. Upcoming Dane Arts Supported Events  
- Commissioner Klehr presented an updated Dane Arts-supported event sign-up sheet  
with events prioritized, and commissioner duties clearly outlined.  
- Dane Arts supported events will be a consistent agenda item in future meetings.  
H. Executive Director’s Report  
- Dane Arts will present the fourth Business of Art conference April 24-26, 2025 with a  
focus on the intersections of arts, health, and youth programming.  
- Dane Arts and other local arts nonprofit leaders have been in conversation with Art  
Pharmacy in efforts to support community health through artistic experiences.  
- Dane Arts is in conversation with StartingBlock Madison regarding a yearlong  
professional development opportunity for 25 Dane County Artists in 2025/2026.  
- Director Fraire reminded commissioners that 2027 marks the 50th Anniversary of Dane  
Arts.  
- The County Executive budget will be finalized this afternoon, and Supervisor Rose  
noted that there is an opportunity for budget amendments to be made.  
I. Future Meeting Items and Dates  
- 2025 calendar dates will be presented during the November commission meeting.  
- A proposal to meet six times per year starting in 2025 will be presented during the  
November commission meeting.  
- Several commissioners expressed their opinion that Dane Arts activities necessitate  
more than six meeting dates per year.  
J. Public Comment on Items not on the Agenda  
None.  
K. Such Other Business as Allowed by Law  
Commissioner Miquelon shared the Bread and Puppet Theater Workshop and  
Performance at the Rumpus Room. The workshop takes place Sept. 20-21 and the  
performance is Saturday, Sept. 21 at 4:30 p.m. More information is available at:
