B. Consideration of Minutes  
MINUTES FROM OCTOBER 6, 2022  
A motion was made by CASTILLO, seconded by HUELSEMANN, that the minutes  
be approved. The motion carried by a voice vote 4-0 (2-0 YGP).

STRATEGIES FOR EFFECTIVELY ALLOCATING OPIOID SETTLEMENT  
FUNDS  
The following individuals spoke in support of increased funding for the implementation of  
RES-184 (Dane County 2022 Emergency Harm Reduction & Prevention Act):  
Cheryl Wittke, Tanya Kraege, Lana Hamilton. Wittke distributed a handout to the  
Committee.  
The following individuals wrote in support of RES-184: Annette Czarnecki, Linda Lenzke,  
Steve Starkey, Cheryl Wittke.  
The following individuals spoke in support of increased funding for the City of Madison  
and County of Dane's Double Dollars Program: Kristina Kuhaupt, Nicole Hudzinski,  
Lindsey Karls, Marcus Slaton.  
Dr. Nick Van Bergen wrote in support of increased funding for Double Dollars.  
Kate Gravel spoke in support of creating an amendment to change the classification of  
11 new Human Services positions from Case Manager to Social Worker.  
G. Budget Discussion and Amendments

Dane County Department of Human Services Interim Director Astra Iheukumere delivered  
a PowerPoint presentation. Iheukumere and Division Administrators answered Committee  
Members' questions.  
HEALTH AND HUMAN NEEDS COMMITTEE AMENDMENTS TO THE  
PROPOSED 2023 OPERATING BUDGET  
The Operating Budget Amendments were not acted on.  
HEALTH AND HUMAN NEEDS COMMITTEE AMENDMENTS TO THE

The Capital Budget Amendments were not acted on.
