A. Call To Order  
The meeting was called to order by Vice Chair Bubenzer at 1:32pm.

B. Consideration of Minutes  
FEBRUARY 2025 LEPC MINUTES  
A motion was made by DRESSER, seconded by KRONING, that the Minutes be  
approved. The motion carried by a voice vote.

Madison Fire HazMat Team Report  
Darlene reports on known HazMat team responses.  
March 14th - Waunakee, SAIA Freight, A semi-trailer was leaking out the back with a  
small vapor cloud visible. No hazmat concerns found, contractor called in for further  
remediation and clean up.  
May 3rd - Madison, Water main break near Sterns Packaging Corporation and chemicals  
possibly going into Starkweather Creek. HazMat team tested PH levels in the water,  
levels were normal and chemicals were not off gassing. Contract called in for further  
remediation and clean up.  
May 12th - Madison, NCD Technologies, fire and explosion in one of the labs. Employee  
was using red phosphorous at the time of the incident. HazMat team tested air quality  
upon arrival and found some off gassing. Sealed the room for a bit and then ventilated.  
Contract called in for further remediation and clean up.  
Darlene shared copies of the letters that were sent to the companies along with a list of  
spills that have been reported through the DNR hotline.  
EPCRA Report - Pintarro  
This is a difficult time of year for EPCRA. Tier II reports are due in by March 1st, but  
reports continue to get reported through mid-April. Darlene has to take the information  
submitted to the state through the Tier II reports and extract the information to all the  
other programs that are used for planning.  
Darlene circulated a copy of her list of facilities to be updated, she noted there are  
already 12 changes from the list of 46 that will need to be accounted for and adjusted.  
There is no update to the EPCRA grant, the status remains ready for commission. In  
previous years the awards have come out at the same time as the EMPG awards, which  
was around September. EPCRA is a state grant.  
Committee Membership Vacancies  
Amanda Morgan had left the media field and taken a new position with the State  
Climatology Office. Amanda has recommended another journalist, Charles will be  
reaching out to her to see if she is still interested.  
Dave Volenberg has retired from Hydrite. The requirements for the Committee is to have  
two representatives from planning facilities. With the current appointments, that  
requirement remains to be fulfilled. Joe is with Madison Water Utility and Dave Larson is  
with the VA Hospital. Quorum would remain unchanged.  
Committee Member Reports  
Patrick Anderson advised there will be a training on August 9th hosted by the Wisconsin  
EMS Association on Hazardous Materials and Railroad Safety for EMS providers.  
Training will be held at the Verona Fire Department. Flyers will be passed along once  
received.  
F. Future Meeting Items and Dates  
The next meeting will be Monday, October 20, 2025 at 1:00pm. Location will be  
determine closer to the meeting.

A motion was made by KRONING, seconded by DRESSER, that the Local  
Emergency Planning Committee (LEPC) meeting be adjourned. The motion  
carried by a voice vote.
