A. Call To Order  
Chair Taylor Brown called the meeting to order at 5:00pm with a quorum present.  
Chair Taylor Brown appointed Supervisor Michael Engelberger as Chair Pro Tem  
following her departure from the Commission meeting at 5:25pm.

Motion was made by Supervisor Michael Engelberger and seconded by  
Commissioner Kathy Kamp to approve the 4/08/2025 meeting minutes. Motion  
passed unanimously by voice vote.  
C. Presentations  
1. Recognition of Commissioner Godwin Amegashie  
Chair Brown recognized Commissioner Godwin Amegashie, whose term ended  
4/18/2025, for his dedication and service to the CDBG Commission since  
2012. Commissioner Amegashie was a member of both the Application Review  
Team and the Loan Review Team, and showed great leadership and  
dedication in collaboration with partners of the Dane County CDBG  
Commission. Chair Brown thanked Commissioner Amegashie for his years of  
service, and a certificate will be given to him on a future date.  
2. Introduction of new CDBG Commission Members  
Chair Brown introduced new CDBG Commission Members Chrisbelly Antimo,  
Donald Dantzler, Anthony Dare, Loreen Gage, and Ted Gunderson.  
3. Revised 2025 Funding Allocations and Annual Action Plan

Attachments:  
Cindy Grady presented an overview of the Revised 2025 Funding Allocations  
and Annual Action Plan. The original 2025 CDBG/HOME funding  
recommendations were approved by the CDBG Commission in September of  
2024, with the contingencies dependent upon the actual 2025 CDBG and  
HOME grant awards, estimated program income, and prior years resources or  
unexpended funds. The 2025 CDBG grant award is approximately $20,000  
less than 2024, and the HOME grant award is about $12,000 more.  
Due to additional program income and prior years resources, the revised  
funding allocations include increases in awards to several CDBG and HOME  
grant recipients.  
4. Dane County 2025-2029 Consolidated Plan

Cindy Grady presented an overview of the final version of the 2025-2029  
Consolidated Plan. The Draft Consolidated Plan was reviewed and approved  
on April 8, 2025 during a CDBG Commission Public Hearing. Ms. Grady stated  
that the final version of the Consolidated Plan reflects the 2025 CDBG and  
HOME grant award amounts as well as future estimates. After the Dane  
County Board of Supervisors approves the final version of the 2025-2029  
Consolidated Plan later this month, Ms. Grady will submit the Plan to HUD.  
Ms. Grady clarified that Dane County will receive the grant award funds once  
HUD approves the Consolidated Plan and the 2025 Annual Action Plan.  
D. Action Items  
1. Election of CDBG Commission Chairperson and Vice-Chairperson  
Chair Brown gave an overview of the responsibilities of the Chairperson and  
Vice-Chairperson roles of the CDBG Commission.  
Chair Brown asked for nominations for the 2025-2026 CDBG Commission  
Chairperson. Supervisor Engelberger nominated Taylor Brown for  
Chairperson. Nominations were called three times, then closed.  
Motion was made by Vice-Chair DeGollon and seconded by Commissioner  
Donald Dantzler to approve Taylor Brown as the 2025-2026 CDBG Commission  
Chairperson. Motion passed unanimously by voice vote.  
Chair Brown asked for nominations of the 2025-2026 CDBG Commission  
Vice-Chairperson. Commissioner Anthony Dare nominated Jeremiah DeGollon  
for Vice-Chairperson. Nominations were called three times, then closed.  
Motion was made by Chair Brown and seconded by Supervisor Engelberger to  
elect Jeremiah DeGollon as the 2025-2026 CDBG Commission Vice-Chairperson.  
Motion passed unanimously by voice vote.
