Cindy Grady called the meeting to order at 5:00pm with a quorum present.

1. Elect Chairperson for 2026 Application Review Team  
Ms. Grady called for nominations for Chairperson for the Application Review  
Team. Jeremiah DeGollon nominated Kathy Kamp as Chairperson. Ms. Grady  
called for nominations two more times, and there were no other nominations.  
Motion was made by DeGollon and seconded by Gunderson to elect Kathy Kamp  
as Chairperson of the Application Review Team. Motion passed unanimously by  
voice vote.

Ms. Grady presented on the draft timeline for the 2027 CDBG and HOME RFP and application process.  
The timeline included: determination of 2027 CDBG/HOME priority funding areas at the March CDBG  
Commission Meeting and Public Hearing; RFP workshops; RFP Evaluation Criteria approval; RFP  
release; ART review of the applications; and funding recommendations and approvals. An example of  
last year’s RFP and Evaluation Criteria was provided to the Application Review Team in order to  
prepare members for next steps in the process. Prior to the release of the RFPs, the ART and full  
CDBG Commission will approve the evaluation criteria for the 2027 application review process.

Baltazar De Anda Santana gave an overview of the CDBG PRO Housing program, and discussed the  
different phases and funding levels of the grant to Dane County. He also presented a draft timeline of  
the application timeline, noting that this grant program is different than the CDBG/HOME program. The  
CDBG PRO Housing timeline includes: approval of evaluation criteria; office hours for applicants;  
review of applications; and funding recommendations.  
Ms. Grady indicated that the CDBG/HOME and CDBG PRO Housing application timelines will coincide  
and the team would work to combine efforts and meetings for the ART.

A future meeting will be scheduled for early March.
