The Wednesday October 22, 2025 AAA Legislative/Advocacy Committee meeting will be a hybrid meeting.  
Members of the public can either attend in person or virtually via Zoom.  
The public can attend in person at the ADRC building, 2865 N Sherman Ave Room 109, Madison.

A. Call To Order  
Chair LEZOTTE called the meeting to order at 9:05 am.

B. Consideration of Minutes  
Minutes from August 27, 2025.  
Attachments:  
A motion was made by RAEMISCH, seconded by WURF, that the minutes be  
approved. The motion carried by a voice vote.  
C. Presentations  
a. WAAN Update: Planning and Hosting In-District Legislative Forum in 2026.

Attachments:  
RILEY reported WAAN is changing the annual Advocacy  
Day to hosting in odd numbered years. This would be in  
the middle of the 3-year Aging Plans. In place of the  
annual Advocacy Day the ADRC Governing Board and  
AAA Board/Committees would like to plan a combined  
open house in early 2026. Members from ADRC and AAA  
Boards, AAA Legislative/Advocacy Committee would  
work together to plan and host an In-District Legislative  
forum for all Dane County Delegates.  
Discussion by members about making sure there are topics  
to advocate for with the delegates and make sure topics are  
shared with each county. Having 72 different counties  
advocating different needs would be confusing and not  
have the same goals as the annual Advocacy Day.  
GABRIEL shared an example of State Delegates awarding  
additional money to ADRC’s for Nutrition Programming.  
The delegates are not aware that AAA is separate from  
ADRC and AAA’s never saw the added funding for  
nutrition.  
This committee will need to designate two members to join  
others from the boards to lead in the planning of this event.  
b. Dane County AAA Advisory Council  
RILEY discussed dissolving the AAA Access Committee  
and replacing it with AAA Advisory Council. The  
council is required from the Older Americans Act and is  
in the Dane County 2025-2027 Aging Plan.  
D. Action Items  
a. Proposed Meet and Greet for the Dane County State Legislative Delegation.  
(Esther Olson and Lynn Riley)  
Joint Meet & Greet for the Dane County State Legislative Delegation.

A motion was made by CASTANEDA, seconded by RAEMISCH, to approve  
moving forward with presenting to AAA Board of working with ADRC  
Governing Board for a combined open house. The motion carried by a voice  
vote.  
b. Advocacy Supporting Federal & State Programs  
FOX discussed Falls Prevention bill that was being  
discussed at the state. Task force for Elder Services is  
being created at the state level. Press release by Governor  
Evers that Food Share benefits will be ending October 31  
with the Federal Government shutdown continuing.  
No action taken.

top of issues as things are changing every day.

GWAAR Board Advocacy Update

GWAAR is advertising a call to action of nutrition issues  
with food share ending. Request to fill the food pantries  
with multiple food donation drop off locations. Second  
Harvest has been placing food bins at as many locations  
as they can.
