B. Consideration of Minutes  
01-09-2024 CDBG COMMISSION MINUTES  
Motion was made by Supervisor McCarville and seconded by Johnson to approve  
the 1-9-2024 meeting minutes. No discussion and no opposition. Motion passed  
unanimously.  
C. Presentations  
1. Project Home  
PROJECT HOME OVERVIEW  
Wyolanda Singleton and Bryan Ott gave an overview and presentation of Project Home.  
Project Home assists people with major and minor home repairs and offers a variety of  
housing-related services, including housing rehabilitation, weatherization, energy  
efficiency services and affordable rental housing. Commission members thanked and  
commended Project Home for their services to the community.  
D. Action Items  
2025 CDBG/HOME RFP CATEGORIES  
Joanna Cervantes gave an overview of the proposed funding categories for the 2025  
CDBG/HOME RFP. Most categories are the same as the 2024 RFP; however there are  
two new categories this year including HOME-ARP and Fair Housing.  
Motion made by Supervisor McCarville and seconded by DeGollon to accept the  
2025 CDBG/HOME RFP funding categories. Motion passed by voice vote.  
E. Reports to Committee  
FEBRUARY EXPENDED FUNDS REPORT  
Joanna Cervantes updated the Commission on the status of expended funds for 2023  
and 2024, noting that the 2024 contracts have not yet been executed so there is a  
balance of unspent funds shown on the spreadsheet. The Commission requested to  
include all 2023 grants in the report, not just those with a 2024 balance; and to remove  
any grants prior to 2023. Only two agencies relinquished funds in 2023. Grant recipients  
with CDBG-CV funds may have more of a remaining balance, or relinquished funds, due  
to being related directly to services impacted by COVID.  
FEBRUARY 2024 RLF REPORT  
Cindy Grady gave an update on the RLF Report. All loans are in good status; however,  
one business has outstanding payments. CDBG team is exploring options on next steps  
for non-payment. This will also be a topic for the Loan Review Team when they meet.
