Meeting was called to order at 5:11pm by Chair Taylor Brown, with a quorum  
present.

Motion was made by Supervisor Engelberger and seconded by Ron Johnson to  
approve the 2/4/2025 meeting minutes. Motion passed unanimously by voice vote.  
C. Presentations  
1. Information provided as part of the Public Hearing for Citizen Input  
a. Draft 2024 CAPER (Consolidated Annual Performance & Evaluation Report)  
b. Review of activities identified in the draft Consolidated Plan  
c. Citizen Input on 2026 RFP Funding Priorities  
Cindy Grady presented information on the draft 2024 CAPER, the draft 2025-2029  
Consolidated Plan, and Citizen Input for the 2026 RFP Funding Categories. She  
discussed the benchmarks, data and achievements during the program year, as well as  
the increase in the number of people served in 2024. The CAPER presentation is also an  
opportunity for public input on future activities and areas for improvement.  
Ms. Grady gave an overview of the draft 2025-2029 Consolidated Plan; specifically, how  
the citizen input, community surveys and focus groups contributed to the goals, project  
areas, and activities for the 2026 RFPs and funding categories. Citizen input was  
encouraged for this meeting, as the 2026 RFP funding amounts and categories are  
determined as part of the Consolidated Plan. 2026 will be the second year for the  
2025-2029 Consolidated Plan.  
Ms. Grady clarified that RFPs will be published based on the project categories listed,  
with the exception of CDBG Urgent Need.

Chair Brown opened the public hearing at 5:18pm. There were no meeting registrants and  
no public comments for this item. Chair Brown closed the public hearing at 5:19pm.  
2. Citizen Input for the 2026 RFP Funding Priorities, and Housing and Community  
Development Needs
