The December 2, 2025 Safety and Working Conditions Study Committee meeting will be a hybrid  
meeting. Members of the public can either attend in person or virtually via Zoom.  
The public can attend in person at the Dane County Regional Airport, 4000 International Lane, Madison,  
WI in Conference Room 1.  
The public can access the meeting virtually with the Zoom application or by telephone.

IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item  
can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO  
REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON.  
In person registrations to provide public comment will be accepted throughout the meeting.

SAFETY & WORKING CONDITIONS STUDY COMMITTEE MINUTES 10-23-25  
C. Action Items  
1. Communication with Department-level Safety Committees  
SWCSC looking to share resources with existing committees from L&W,  
BPHCC, Highway, W&R, H.V. Zoo, Airport, D.C. Courthouse. Looking to get  
some representative from each group to share successes from departmental  
safety meetings and see what resources are available in NEO GOV. NEO  
GOV was rolled out to all departments this year for phase one. Chad Haanen  
asked about DCCH safety committee. Scott Teuscher added that DCCH was  
more of a “Security” committee involving judges, FM, Bailiffs. Brian  
Tuescher to check with Security Committee at DCCH for information sharing.  
Emmeran Geyer requested that departmental committees should be formal  
committees and share information, agendas, etc. with SWCSC. Roxanne  
Wienkes updated group of W&R Safety (Operation Spark Plug) This has been  
in place for four years and she felt that Spark Plug was a formal committee.  
Eddie Sherman volunteered to present at future meeting about de-escalation  
training. Joshua Cotillier to update group on NEO GOV status and W/C data  
and FAQ’s.

F. Discussion Items  
1. Inclement weather policy in APM  
Discussion of how closure of operations (specifically 24/7 staffing) are  
determined. Motion made by Joshua Cotillier to gather information from  
Administration, seconded by Brian Tuescher. Motion carried. Additional  
discussion about adding heat, smoky air quality, to better define in APM.  
2. Environmental working conditions proposal to EBH  
This issue was discussed at “meet & confer” meetings and are reviewing  
proposals.  
3. Mapping department-level safety committees  
None.  
F. Future Meeting Items and Dates  
Next meeting is January 6, 2026 at the Parks Department, 4308 Robertson Road in  
their main conference room.
