The September 25, 2025 Environment, Agriculture & Natural Resources Committee meeting will be a  
hybrid meeting. Members of the public can either attend in person or virtually via Zoom.

A motion was made by CHAWLA that the Resolution Requiring 2/3rds Vote be  
amended to add the language on line 36 “agreement with NRCS signed by the,”  
to delete the language on line 37, “authorized to sign an agreement with NRCS,  
and to add the language on line 37 “hereby ratified,” so that the Be It Finally  
Resolved clause reads as follows, “BE IT FINALLY RESOLVED that the agreement  
with NRCS signed by the Dane County Executive is hereby ratified, and that the  
Dane County Land & Water Resources Director, or their designee, is authorized  
to submit all required reports and reimbursement requests to NRCS.” The motion  
carried by a voice vote 5-0, YGP 1-0.

recommended for approval as amended. The motion carried by a voice vote 5-0,

Manure Feasibility Study Final Report  
Bob Wipperfurth, Village President for Windsor, spoke neither in support nor  
opposition to the Manure Feasibility Study Final Report but expressed frustration  
with the lack of communication with the Village regarding the study and noted  
that the study sometimes referred to Windsor as a Town and sometimes a  
Village.  
John Reimer gave a presentation on the manure feasbility study final report.

The October budget meetings will be held at the City-County Building:
