A motion was made by KIGEYA, seconded by GALEY, that the minutes be  
approved, the motion carried by a voice vote (5-0)

A motion made by GALEY that the Resolution be recommended for Approval on  
restoring the $331,200 into the budget for the drop-in center. The motion carried  
by a voice vote of 5-0.

Chair Rose presented on 2025 designated spending for Opioid Settlement Funding.  
Supervisor Wegleitner made a standing objection on the record to using opioid  
settlement funds to fund positions in the sheriff's office.  
4. Grant opportunity for Dane County from Vital Strategies for drug checking  
Adrienne Hurst from Vital Strategies explained the grant’s intent and requirements. The  
grant is $400,000 for drug checking equipment and provide real-time data. Funding  
available until September 2026; urgency to implement before Vital Strategies exits the  
state. Remedy Alliance will do the on-site training for additional costs.  
WEGLEITNER moves to make a motion that the subcommittee communicate  
its support of Dane County pursuing this funding for a drug checking initiative  
through Vital Strategies and delegating to the co chairs the role of  
communicating our support to the Dane County Executive, the Dane County  
Board, the Dane County Sheriff's Office and the Public Health Department.  
The motion carried unanimously by a voice vote 5-0  
5. Federal Government Update/SAMHSA Status  
Elizabeth Salisbury-Afshar provided an overview of potential federal funding cuts  
affecting SAMHSA and related programs. Proposed cuts: 10,000 jobs and $1.8 billion.  
Potential impacts on Suicide and Crisis Lifelines, Community Behavioral Health Clinics,  
and other grant-funded programs. Increased vulnerability for non-Medicaid expansion  
states such as Wisconsin due to reliance on block grants for uninsured populations.

1. Tarah Strangler from Outreach Madison will be presenting on 2025 funding update  
and results.  
Tarah Strangler reported on 2025 funding and community needs. Increased demand for  
peer support and substance use services within the LGBTQ community. Increased  
workload and extended hours for staff to meet community needs.
