A motion was made by ENGELBERGER, seconded by FURMAN, that the minutes  
from the January 7, 2026 Lakes and Watershed Commission meeting be  
approved. The motion carried by a voice vote 7-0.

1. Proposed amendments to Chapter 71: Regulation of Icebound Inland Waters  
Kyle Minks reported to the commission that proposed changes to CH 71 are  
available for public comment. Proposed changes are in the attached  
documents. Additional information, as well as a form for the public to submit  
written comments, are available on the Land and Water Resources Department  
website. A public information meeting will also be held on March 4th.  
Proposed amendments to Chapter 71: Regulations of Icebound Inland Waters  
2. Lakes and Watershed Commission budget discussion.  
Laura Hicklin provided the commission with information on the history of the  
Commission's budget. Dea Larson provided a proposed 2026 budget initiative  
(see attached). Commission members requested to continue budget  
discussions at the next meeting.

H. Future Meeting Items and Dates  
1. Next Lakes and Watershed Commission meeting is tentatively scheduled for February 4th starting at  
5:30 pm. Agenda items include public comments on proposed changes to CH 71: Regulations of Icebound  
Inland Waters.

A motion was made by FURMAN, seconded by BLAZEWICZ, that the meeting be  
adjourned. The motion carried unanimously.
