A motion was made by Engelberger, seconded by Levin, that the minutes from  
April 3, 2024 be approved. The motion carried by a voice vote 8-0.

F. Presentations  
1. Beach monitoring program updates & nitrate testing for drinking water.  
Jennifer from Public Health Madison Dane County gave a presentation on its County  
Beach Monitoring Program as well as the nitrate testing it provides for privet drinking  
water wells. She also provided an overview of the piloting of real time testing & predictive  
modeling at beaches as well as long term goals and new technology. The presentation is  
attached below.

G. Reports to Committee  
1. Report on the feasibility of a stormwater management fee in lieu program  
Jeremy from Dane County Land & Water Resources provided an overview of  
recommendations that came out of the 2017 Dane County Stormwater Technical Advisor  
Committee. He also provided updates on how some of these recommendations have  
been implemented either through ordinance updates or internal work flows. Megan from  
Dane County Land & Water Resources gave a report on the feasibility of developing a  
local fee-in-lieu and stormwater volume credit trading program. The report included the  
assessment of other programs across the united states, a cost benefit analysis, and  
program considerations. The presentation is attached below.

H. Future Meeting Items and Dates  
1. Tentative next meeting is on June 27th starting at 5:30 pm.  
This is tentatively a joint meeting with EANR and LCC.  
Supervisor McCarville informed the Commission that the County Budget Guidance  
Document has not yet been released and that once it does the Commission will begin  
putting their recommendation document together. Commission members can email any  
recommendations they currently have to Kyle.  
I. Public Comment on Items not on the Agenda  
Steve informed the commission that former Lakes and Watershed Commission member  
Lyle Updike was given special recognition at the Dane County Towns Association  
meeting for his years of service on the Commission.

A motion was made by Levin, seconded by Engelberger, that the meeting be  
adjourned. The motion carried unanimously.
