B. Consideration of Minutes
MEDICAL ADVISORY SUBCOMMITTEE OCTOBER 2023 MINUTES
Attachments: Minutes
The minutes were approved.
C. Discussion Items
DCEMS Protocols - Standing Item
Recommendation to consider max 3 doses of epi for cardiac arrest was made to
agencies.
Needle Decompression Protocol
SCRTAC offered needle decompression SAM device to all agencies in the county for
free. Concern was about whether it was covered under protocols. Location for needle
decompression was discussed.
Infant Co-Sleeping Deaths
Eric Anderson shared that he started noticing about a month ago that there has been an
increase in infant co-sleeping deaths. There have been 7 since August. He would like to
look at a public information push. Sarah Hughes from Public Health reports there is a
team that receives infant death cases to review quarterly. Lehmann suggests to also
have St. Mary's and Meriter OB and Pediatric departments meet with Public Health to
discuss what information is shared within OB departments to patients. Anderson will
connect Hughes to proper contacts with the hospitals to move discussion along, and to
look at out-of-hospital pre-natal care agencies to connect with as well.
AirQ3 Airway Device
Pediatric king tubes are not approved for use anymore; many agencies moved to new
AirQ3 instead. Works well as a supraglottic device. Dr. Lohmeier suggest they should not
be used to intubate through due to the frequency of intubation going into the esophagus.
D. Presentations
E. Reports to Committee
PHMDC: The respiratory disease dashboard is now available online again with the arrival
of flu season. RTAC: Trauma conference is December 7th. UW: Several QA initiatives
are going on currently; there may be rooms in the ED where they are doing audio/video
recording as a head up to EMS providers. 2023 training is also coming to an end for the
year and the plan for next year is being established. Meriter: Pharmacy residents would
like to give presentations to EMS agencies about medications. Suggestion to record as a
video. Meriter and St. Mary's OB departments are working together to come up with
recommendation for EMS on how to keep neonates warm in back of ambulance.
DCEMS: Have received questions about nasal Glucagon as an option. An LTE is looking
into this to provide more information to subcommittee. Kailey Peterson has a supply of
Narcan available for agencies, including law enforcement. OAK boxes containing Narcan,
fentanyl test strips, and brochure resources are available in some local fire departments.
Peterson will be in charge of coordinating with agencies who are interested in getting
them for their own station(s). For now, Safe Communities will be providing the supplies,
but once they run out DCEMS will be providing supplies. Old R30 is being emptied out
and given to the Sheriff's Department for their drone team. New R30 is available for
agencies to train members on how to use the bariatric lift. DCEM office has officially
moved into their new Fitchburg location and will start hosting meetings there starting in
January. MFD: Has draft protocol for Suboxone that will be shared with group once it is
ready to be approved by the state. Will put on January MAS agenda.
F. Future Meeting Items and Dates
The next meeting will be in January (date to be confirmed) at Emergency Management's
new location of 2982 Kapec Rd. Fitchburg.
G. Public Comment on Items not on the Agenda
H. Such Other Business as Allowed by Law
VividTrac device has a new model that is available with the older device being
discontinued. Understanding is that new device will not work with Android devices.
Deforest and Madison use AirTraq; Deforest is willing to let other agencies come look at
their devices. Fitch-Rona had a call recently where a patient ended up going to geriatric
psych at Stoughton Hospital; there were issues at patient hand-off; Strandlie helped
clarify in-patient psych qualifications for Stoughton ED. A guidance document for when to
transport to their ED is in the process of being created.
I. Adjourn
