B. Consideration of Minutes  
8.6.2024 CDBG COMMISSION MEETING MINUTES  
Motion was made by Johnson and seconded by DeGollon to approve the  
8-06-2024 meeting minutes. No discussion and no opposition. Motion passed  
unanimously.

Cindy Grady gave information on the CDBG/HOME federal funding amounts. The 2025  
funds available are based on Dane County’s CDBG and HOME grant awards in 2024, and  
indicated that the 2024 grant awards were less than in 2023. The 2025 CDBG/HOME  
grant allocations from HUD will likely be released in Spring 2025. Any program income  
received may also be allocated to the 2025 funding recommendations. The CDBG grant  
has allocations for Administration at 20%, Public Services at 15%, and Urgent Need at  
5% (which is not required, but Dane County sets aside Urgent Needs funds in the event  
of a natural disaster or similar). The remainder of the grant funds are used for  
programming. The HOME grant allocates 10% for Administration and 15% for  
Community Housing Development Organization (CHDO); the remainder is for  
programming.  
Range of activities to be undertaken include Economic Assistance to businesses, Major  
and Minor Home Repair, Mortgage Reduction, Public Services (transportation, workforce  
development, education, domestic violence services), and Urgent Need (Town of Medina  
is applying for Urgent Need funds as a result of the recent tornadoes).  
Ms. Grady explained the CDBG/HOME RFP and application process and timeline,  
including the Application Review Team’s responsibilities. The funding categories and  
scoring criteria were approved by the CDBG Commission earlier this year, and the ART  
reviewed the applications based on the criteria set forth. Ron Johnson provided additional  
information on how the ART determined the preliminary funding recommendations, and  
described the projects to be funded. There was three times the amount of funds  
requested than what was available. The preliminary funding recommendations were  
approved by the CDBG Commission at the August 6, 2024 meeting. After the August 6th  
meeting, one applicant declined the funds, and the ART re-allocated those funds to the  
next eligible project which was tied in the overall ranking of applications.  
Joanna Cervantes mentioned that if displacement occurs with any of the projects,  
particularly in 2024 the HOME-ARP grant, then Dane County would follow HUD’s Uniform  
Relocation Act (URA) process.

Chair Brown opened the public hearing for comments at 5:23pm, and limited public  
comment to 3 minutes per person. Several members of the public who attended the  
meeting in person commented in support of the 2025 CDBG/HOME Funding  
Recommendations for the 2025 Annual Action Plan. Written comments were also  
submitted prior to the meeting.  
Chair Brown closed the public hearing for comments at 5:45pm.

2025 CDBG/HOME FUNDING RECOMMENDATIONS FOR 2025 ANNUAL ACTION  
PLAN  
Discussion on amount of funding available, with consideration to possible program  
income being added to the 2025 overall funds. Increases or decreases in funding would  
follow the contingencies from the ART, with the exception of removing United Way from  
the Public Services contingency.  
Motion made by Commissioner Johnson and seconded by Amegashie to approve  
the 2025 CDBG/HOME Funding Recommendations for the 2025 Annual Action  
Plan, along with the contingencies provided for any increases or decreases in  
funding.  
Motion passed unanimously by voice vote.  
F. Reports to Committee  
1. Consolidated Plan Updates  
Cindy Grady gave an update on the 2025-2029 Consolidated Plan efforts. As part of the  
Citizen Input and Public Participation sections of the plan, staff distributed the  
Community Survey in collaboration with the City of Madison; and most recently conducted  
three Partner Engagement and Consultation Meetings. Two meetings for service  
providers and developers were held in person, and one meeting for municipalities was  
held virtually. The meetings were meant to be similar to focus groups and capture  
feedback on the CDBG/HOME priorities for the next 5 years. A draft of the Consolidated  
Plan is expected to be completed by December 2024.
