Justice Management Institute: Strategic Plan for the Dane County Community  
Tom Eberly provided an overview of the process JMI took to develop the strategic  
plan and revealed the proposed plan. Discussion ensued including comments  
around the below areas.  
Important to draft metric(s) to follow, document/track success in achieving  
strategies, with special attention to post-release tracking  
Housing insecure populations will need to rely more on local solutions  
Interests in municipal courts and human services department connection &  
training on resources  
D. Action Items  
Items Motion to discuss made by Agard, 2nd by Miles due to report changes and  
edits still needing to be made, would like to see public registrant feedback  
incorporated in changes. Motion was withdrawn. Miles moves to postpone vote  
of acceptance to January 22, 2026 CJC meeting; Agard 2nd. Unanimous aye  
E. Reports to Committee  
Presentation on adding community members to CJC subcommittees. Membership  
composition driven by 2022 county ordinance that included persons with lived  
experience to CJC and subcommittees. Nomination period (to fill vacancies) will  
be open December 9, 2025 - January 6, 2026. CJC Chair will decide who is  
appointed upon review of the nomination submissions.

Announcement: Identified funding opportunity re: FTAs through APPR; staff will  
consult with chair regarding interest of Dane County submitting an application.
