Chair Thoresen called the Park Commission Meeting to order at 5:30 PM.

A motion was made by BROUWER, seconded by BANKS, that the Minutes be  
approved. The motion carried by a voice vote 5-0.

Black Earth Creek Restoration Presentation  
James Brodzeller presented an overview of the Black Earth Creek restoration  
and remeandering project planned for the Black Earth Creek Fishery & Wildlife  
Area. He highlighted anticipated benefits including improved flood mitigation,  
enhanced stream function, and strengthened fisheries habitat.

D. Reports to Committee  
1. 2027 Park Fees: Data Sharing and Initial Guidance  
Joleen Stinson and Lael Pascual presented data to support ongoing  
discussions around potential 2027 fee adjustments, including permit sales and  
reservation history, resident versus non-resident permit distribution, and fee  
comparisons with peer counties in the Midwest. Commissioners were asked a  
series of initial questions to help guide development of a draft fee proposal. This  
input will assist Supervisor Postler, along with staff, in refining options for 2027  
fees, with a draft proposal to be brought forward for further discussion at the  
next meeting. Chair Thoresen reminded Commissioners to send fee-related  
comments or questions directly to Parks Director Stinson and/or Supervisor  
Postler to avoid a walking quorum.

The Commission (or Committee) met in closed session for the purpose of deliberating or  
negotiating the purchasing or acquiring of property where open discussion of bargaining  
positions and strategies would discourage bargaining and harm the public's interest in  
obtaining properties. The authority for this possible closed session is Wis.Stat.19.85(1)  
(e).

A motion was made by POSTLER that the Meeting exit out of closed session. The
