Meeting was called to order at 5:24pm with a quorum present.

B. Consideration of Minutes  
06-04-2024 CDBG COMMISSION MINUTES  
Motion was made by Johnson and seconded by DeGollon to approve the 6-4-2024  
meeting minutes. No discussion and no opposition. Motion passed unanimously.  
C. Reports to Committee  
1. Annual Action Plan  
2024 ANNUAL ACTION PLAN  
Cindy Grady gave an overview of the 2024 Annual Action Plan that was recently  
submitted to HUD for approval. Both our 2024 Federal CDBG and HOME grant awards  
are less than what they were in 2023, and therefore some priority areas have less funding  
allocated to them. However, we are still on track for meeting or exceeding our goals for  
the year and for the 5-year Consolidated Plan.  
2. Expenditure Status Report CDBG/HOME  
JULY 2024 EXPENDITURE STATUS REPORT  
Cindy Grady discussed the CDBG/HOME Expenditure Report, and noted that a few 2024  
contracts are still being negotiated or routed. Several 2024 CDBG & HOME grant  
recipients have been reimbursed already for expenditures; almost $500,000 has been  
reimbursed to HOME grant recipients to date. Cindy highlighted that Habitat for  
Humanity closed on 5 mortgages in June.  
3. Expenditure Status Report CDBG-CV  
JULY 2024 EXPENDITURE STATUS REPORT - CV GRANTS  
Cindy Grady gave an update on the CDBG-CV. Of the 3 funded agencies, 2 are pending  
contracts and 1 has submitted an invoice for expenditures for 2024.  
D. Action Items  
LOAN MODIFICATION SECTION  
Chair Brown indicated that the Loan Review Team met and revised the Loan Modification  
Section of the loan manuals. It is ready for review and approval from the CDBG  
Commission members. The biggest change to the section is that there will be no loan  
forgiveness on any new loans as of June 2024. In addition, borrowers can ask for  
temporary modifications to their monthly loan payments. Modifications in monthly loan  
payments would extend the life of the loan.  
Motion was made by Kamp and seconded by Supervisor Glazer to approve the  
changes to the Loan Modification Section of the loan manuals. No discussion  
and no opposition. Motion passed unanimously.  
E. Future Meeting Items and Dates  
August 6, 2024 at 5pm.  
F. Public Comment on Items not on the Agenda  
Chair Brown welcomed Supervisor April Kigeya to the CDBG Commission.
