The Monday November 3, 2025 AAA Board meeting will be a hybrid meeting.  
Members of the public can either attend in person or virtually via Zoom.

Chair FARSETTA called the meeting to order at 3:48 pm.

B. Consideration of Minutes  
Minutes from August 4, 2025  
A motion was made by WURF that the minutes be approved. The motion carried  
by a voice vote.  
C. Presentations  
a. Proposed Meet and Greet for the Dane County State Legislative Delegation (Esther  
Olson/Riley)  
Meet and Greet Legislative Delegation  
AAA Manager RILEY discussed the proposal to work with  
ADRC on an open house with Dane County State Legislative  
Delegates. Meetings can start as Zoom for planning phase.  
ADRC Board member Esther Olson also presented on the  
plan that Ken Golden will be working with her on. Plan to  
have two members from AAA Board and AAA  
Legislative/Advisory Committee join Esther and Ken with the  
planning.  
b. Proposal to End AAA Access Committee and Formulate a AAA Advisory Council  
(Riley)  
RILEY explained that AAA would like the Access  
committee to be disband and Advisory Council be  
formed. Older Americans Act and 2025-27 Aging Plan  
requires having an Advisory Council. The two current  
members on the Access Committee have agreed to be  
part of the Advisory Council. RILEY presented the first  
draft of the by-laws of the Advisory Council. There is a list  
of providers and community members from the Aging  
Plan discussion groups who were interested in being on  
an Advisory Council with AAA. Council will not have AAA  
Board members but 9 -15 members of the community  
and 50% of total members to be over 60+ years old.  
FARSETTA requested if Case Management quarterly  
reporting could be shared with AAA Governing Board with  
the end of Access Committee.  
D. Action Items  
a. Meet and Greet Proposal  
Recommendation to AAA Board from Leg/Adv Committee from October 22nd meeting  
Joint Meet & Greet for the Dane County State Legislative Delegation.  
A motion was made by DOWNING, seconded by KUHN, to approve working  
with ADRC Governing Board members and AAA Legislative/Advocacy  
Committee members to plan for an open house with Dane County State  
Delegates. The motion carried by a voice vote.  
b. Advisory Council Proposal  
Advisory Council By-Laws  
A motion was made by DOWNING, seconded by KUHN, to approve draft  
by-laws for the AAA Advisory Council in accordance with Older Americans  
Act. The motion carried by a voice vote.  
E. Reports to Board  
1. State and Federal Report (Langer)  
Laura Langer from Wisconsin DHS office advised the State Aging  
Plan was published 9/31/2025. ACL was able to get the plan out  
before elections. State is working on “BOLDIS” Building Our  
Largest Dementia Information Structure. Grant awarded to state to  
help those who are experiencing dementia. State is watching  
Federal shutdown and hopefully as the funding for programs comes  
in, the state will be passing along the funding to grants.

Currently four openings on AAA Board.

RILEY discussed the County Executives budget.  
WEGLEITNER reviewed proposals to the County  
Board from HHN Committee and Personal & Finance  
Committee.

Unknown of status of programs with Federal  
shutdown.  
2026 Meeting Schedule  
RILEY reviewed the 2026 meeting schedule with  
board members.  
RILEY requested a December meeting of the AAA  
Board to vote on the disbanding of the AAA Access  
Committee and start of the Advisory Council an action  
item that missed today’s agenda. RILEY reported an  
Advisory Council recruitment plan could also be  
discussed at the December meeting.

Next meeting: Monday December 1, 2025 at 3:45 pm via Hybrid.

A motion was made by KUHN, seconded by WURF, that the meeting be
