The March 5, 2026, Executive Committee meeting will be a hybrid meeting. Members of the public can  
either attend in person or virtually via Zoom.  
The public can attend in person at City-County Building room 354, 210 Martin Luther King Jr. Blvd,  
Madison .  
The public can access the meeting virtually with the Zoom application or by telephone.

IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item  
can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO  
REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON.  
In person registrations to provide public comment will be accepted throughout the meeting.

A. Call To Order  
The meeting was called to order at 5:34 p.m. There were no registrants on any  
item of the agenda. Also present: Supervisors Furman, Wegleitner, Veldran,

A motion was made by ENGELBERGER that the Minutes be approved. The motion  
carried by a voice vote.

A motion was made by ENGELBERGER that the Resolution be recommended for  
approval as amended. The motion carried by a voice vote.  
E. Items Requiring Committee Action  
DISCUSSION AND POSSIBLE ACTION ON PROPOSED AMENDMENTS TO  
2026-2028 DANE COUNTY LEGISLATIVE AGENDA  
A motion was made by ENGELBERGER that the Action Item be amended to  
include the County Lobbyist's suggested language for voter access, education  
and election administration for Executive committee approval. The motion  
carried by a voice vote.  
A motion was made by ENGELBERGER that the Action Item be amended to move  
lines 485-490 to the personnel and finance section in the legislative agenda. The  
motion carried by a voice vote.  
A motion was made by ENGELBERGER that the Action Item be amended to  
incorporate suggested revisions for lines 516-533, as follows:  
"Oppose any state proposals that weaken the ability for local governments to  
regulate land use and responsibly manage growth through zoning, land division,  
subdivision regulations, and shore land, floodplain, and wetland protections.  
Support legislation that treats local government comprehensive plans, farmland  
preservation plans, and zoning ordinances as binding in sitting determinations.  
Reject state preemption that overrides locally-adopted land use protections or  
permits the expansion or authorization of large-scale energy generation  
facilities, utility-scale solar installations, transmission corridors, or data centers  
without local government consent."  
The motion carried by a voice vote.  
A motion was made by ENGELBERGER to adopt all remaining changes suggested  
by standing committees to the legislative agenda and providing direction for staff  
to draft the legislative agenda into a resolution. The motion carried by a voice  
vote.

SUPERVISORS' REPORT ON 2026 NACO LEGISLATIVE CONFERENCE  
HIGHLIGHTS

Supervisors Chawla, Furman, and Barushok presented on the NACo Legislative  
Conference. The committee members participated in discussion and thanked  
them for the report.

The next Executive Committee meeting is scheduled for Thursday, March 19,  
2026, at 4:30 p.m. in CCB room 357. Please note the earlier time and room  
change for this meeting.
