The November 19, 2025 Specialized Transportation Commission meeting will be a hybrid meeting.  
Members of the public can either attend in person or virtually via Zoom.  
The public can attend in person at the ADRC, 2865 N Sherman Ave, Madison 53704.  
The public can access the meeting virtually with the Zoom application or by telephone.

IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item  
can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO  
REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON.  
In person registrations to provide public comment will be accepted throughout the meeting.

A motion was made by BRABENDER that the Minutes be approved. The motion  
carried by the following vote:

1. Approve the s85.21 - County Elderly and Disabled Transportation Assistance  
Program, Grant Application for Calendar Year 2026  
A motion was made by LYMAN that the 2026 s85.21 Grant Application be  
approved. The motion carried by the following vote:

E. Reports to Commission  
1. Updates from Transportation Call Center - Nathanael Brown  
Brown mentioned a bill is going to be introduced into the Wisconsin State  
Legislature for volunteer driver insurance protection.  
2. Updates from Greater Madison Metropolitan Planning Organization - Ben Lyman  
Lyman said Metro Transit is now serving Verona and Monona, and paratransit  
is available in both of them as well.  
Lyman mentioned at the last MPO Policy Board Meeting the Tip Amendment  
was approved to include the 5310 Project Awards. The projects funded were  
the Mobility Management Project for the county, Paratransit eligibility coordinator  
at Metro and New Bridge Madison operational funding.  
Lyman brought up the concern over the out of class electric vehicles (OCEV).  
You don't peddle these, you push a button and can go from 30 to 60 mph. They  
are not legal to use on roads or sidewalks, only on private property. The MPO is  
working on drafting recommendations for local communities and the State to  
look at local restrictions.

A motion was made by KUHN that the meeting be adjourned. The motion carried
