Call to Order: Chair Pellebon called the meeting to order at 8:47 AM

The Minutes were moved by FREEMAN, Seconded by WELSH to approve the  
Minutes. The motion passed by a voice vote (5-0).

Chair Pellebon gave a brief overview on this report.  
E. Reports to Committee  
1. Agency Updates  
Aguilar and Freeman updated for IDD/ APS - Staying busy with investigations and a lot  
happening. Finishing up the APS budget for 2025, hoping for additional capacity for  
guardianship and investigations. There should be an open investigation position that  
should be filled soon.  
Brown reported for the DA's Office, they are staying quite busy with trials. They have  
found that a few positions will be cut due to funding for next year, one Domestic Abuse  
prosecutor and two prosecutors (funded by ARPA). The District Attorney's Office is  
looking at adding additional space for trial preparation and such. The case counts have  
come down since 2022. Bilingual Case Manager attended an event: Red Heel Steps for  
Justice, they had a booth about the criminal court process, domestic violence  
information and answer questions from the community.  
Nordquist reported for MPD, cases are staying busy. Moving towards consideration of  
shift picks, that is coming up slowly.  
Caradonna reported for UW-Madison, 5 full time mental health providers. 2 full time  
advocates and talking to leadership about more positions possibly. The Cultural Center  
and different groups around campus. Affected by the Title 9 Regulations injunction, there  
are a few groups who are involved in that around campus.  
Pellebon reported for the Rape Crisis Center, doing some significant hiring within,  
working through VOCA cuts, CCS is going well currently and looking for someone to be a  
CCS manager. They are reorganizing the DV/SA group, look at who needs to be in the  
group and being very mindful of this.  
2. Coordinated Community Response (CCR) Updates  
DV/SA is on a break until winter, they are assessing who needs to be in the space and  
who doesn't. They are looking to be a resource to COSC. CCR's are supposed to feed  
into this group. Looking at how to be the best advocate for the victims.  
Aguilar reported for the IDD CCR, October 16th will be the next one, there should be  
guardianship training. They plan to continue to meet quarterly. Finding who is who within  
the group.  
3. Legislative Announcements/ Updates  
Welsh reported for HHN, they are meeting tonight to begin the budget process. Joint  
meeting between PP&J and HHN happened recently, they had an overview of the Huber  
and Jail programs. The investment of Social Worker capacity throughout the Criminal  
Justice System. County Executive budget is upcoming, there was a report last week of  
the budgets from different departments. Accessibility is a big thing we are looking at,  
making sure these programs are able to provide the best services, affordable housing  
options, and investment into social worker options. POS agencies are asking for a 5%  
living increase and an 18% admin. increase, the cost to maintain services and keeping  
informed providers staffed within DCDHS. Several position requests from different areas.  
Looking to improve technology needs and some investments that the county may need to  
make.  
F. Future Meeting Items and Dates  
Next Meeting: October 15, 2024 at 8:30 AM, the meeting will be a hybrid meeting, we will be meeting in  
person at the Aging and Disability Resource Center and virtually via Zoom.
