1. Chair  
ENGELBERGER nominated BLAZEWICZ for Chair, no other nominations were  
offered. BLAZEWICZ elected Chair by unanimous consent.  
2. Vice Chair  
ENGELBERGER nominated LEVIN for Vice Chair, no other nominations were  
offered. LEVIN elected Vice Chair by unanimous consent.  
C. Consideration of Minutes  
Minutes of the March 4, 2026 Lakes & Watershed Commission  
A motion was made by ENGELBERGER, seconded by BLAZEWICZ, that the  
minutes from the March 4, 2026 Lakes & Watershed Commission meeting be  
approved. The motion carried by a voice vote 5-0 with DOWNING, GRUDER, and  
SCHUMACHER abstaining.  
D. Referrals (Resolutions & Ordinance Amendments)

AMENDING CHAPTER 71 OF THE DANE COUNTY CODE OF  
ORDINANCES, REGARDING THE ICEBOUND LAKES OF DANE  
COUNTY

A motion was made by ENGELBERGER, seconded by LEVIN, that Ordinance  
Amendment 2026 OA-005 be recommended for approval. The motion carried by a  
voice vote (8-0).

F. Presentations  
1. Overview and environmental impacts of neonicotinoid insecticides  
BRODZELLER gave a presentation and answered questions on neonicotinoid  
insecticides. The presentation is attached below.  
Commission members asked staff to investigate if the Lakes and Watershed  
Commission has authority to restrict neonicotinoid use.

G. Reports to Committee  
1. 2027 Lakes and Watershed Commission Budget Recommendations  
Steve Brooks provided public comments to the commission regarding aquatic  
plant management and county support for volunteers picking up aquatic  
vegetation along the lake shoreline.  
Commission members discussed budget recommendations and were asked to  
submit additional items to staff for incorporation into a draft document.  
Commissioners also asked for a report or presentation, at their next meeting,  
on the scope of their budget recommendations and how the budget process  
works.

H. Future Meeting Items and Dates  
1. Next Commission meeting is tentatively scheduled for August 5, 2026 starting at 5:30 pm.
