Legislative/Advocacy Committee Recommendation
VELASQUEZ reviewed the letter drafted by the AAA Legislative/Advocacy Committee to
request the AAA Board send out to Wisconsin lawmakers about Mental Health Access
for older adults. The Legislation was introduced in 2019 but did not make it out of
Committee. AAA supported the legislation at that time with a letter of support. The bill
allows medical professionals to bill Medicare for mental health services. Currently we
have a huge shortage of mental health providers that can not bill Medicare so we need
everyone we can to help provide this important service to older adults. The letter is
supporting the passage of Senate Bill 828 and HR Bill 432 to the state’s congressional
delegation.
A motion was made by Farsetta, seconded by MCGINNITY, to recommend the
AAA Board send a letter supporting the passage of Senate Bill 828 and HR
Bill 432 to the state’s congressional delegation. The motion carried by the
following vote:

1. WI DOT & UW-Milwaukee Transportation Study
2021 Transportation Survey
VELASQUEZ presented the slideshow of transportation survey data collected by
UW-Milwaukee in the summer of 2021. The survey included internet access questions,
as the State of Wisconsin Medicaid transportation is very heavy on scheduling rides
using technology-requiring comfort in using smart phones with internet access.
VELASQUEZ answered Board Member’s questions.

1. State and Federal Report
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) reported the
state is still recovering from COVID to start up services again. Many congregate meal
sites remain closed throughout the state. Draft of the State Aging Plan public hearing
will be in April and then finalized by July. New staff member Megan Takahashi
introduced herself. She will be the State’s Aging COVID Recovery Specialist assisting
agencies with where to spend the ARPA and OAA money.
