2nd appraisal. Motion failed, 1-4 (Collins, Hatcher, Smith and Chawla voted no).  
Motion by Downing, second by Chawla, to postpone the resolution until a 2nd  
appraisal is available. Roll call requested. Collins-No, Hatcher-No, Smith-No,  
Downing-Aye, Chawla-No. Motion failed 1-4. The main motion to recommend  
approval of the Resolution carried by the following vote:
