A. Call To Order  
Chair Taylor Brown called the meeting to order at 5:07pm with a quorum present.

B. Consideration of Minutes  
8/5/2025 CDBG COMMISSION MEETING MINUTES  
Motion was made by Commissioner Ron Johnson and seconded by  
Commissioner Tim Kreft to approve the 8/5/2025 meeting minutes. Motion passed  
unanimously by voice vote.

D. Action Items  
1. November CDBG Commission Meeting Date Change to November 18, 2025  
Motion was made by Commissioner Ted Gunderson and seconded by  
Commissioner Anthony Dare to approve the November CDBG Commission  
Meeting date change to November 18, 2025. Motion passed unanimously by  
voice vote.  
2. December CDBG Commission Meeting Date Change to December 9, 2025  
Motion was made by Commissioner Tim Kreft and seconded by Commissioner  
Loreen Gage to approve the December CDBG Commission Meeting date change  
to December 9, 2025. Motion passed unanimously by voice vote.  
3. 2026 HOME Funding Contingencies  
Chair Taylor Brown explained in the 2026 CDBG/HOME preliminary funding  
recommendations, there is a missing contingency for any increase in 2026  
HOME funds. Cindy Grady discussed the purpose of funding contingencies.  
Chair Brown proposed that if there is an increase in HOME funds, those funds  
would go toward increasing, up to their minimum requests, Habitat for  
Humanity’s Mortgage Reduction and Project Home’s Mortgage Reduction  
funding, and additional funds beyond that would continue funding Project  
Home’s Major Home Repair program, and the next 2026 HOME grant  
applicants, up to their minimum requests.  
Motion was made by Chair Brown and seconded by Commissioner Gage to  
approve the 2026 HOME Funding contingencies.  
Discussion followed between commissioners and staff regarding when  
notification of funding amounts is received, other contingencies already  
established, and the purpose of establishing funding contingencies.  
Motion passed unanimously by voice vote.  
4. 2026 CDBG/HOME Preliminary Funding Recommendations for 2026 Annual Action Plan

2026 CDBG/HOME PRELIMINARY FUNDING RECOMMENDATIONS  
Chair Brown opened up public comment on the 2026 CDBG/HOME Preliminary  
Funding Recommendations. Members of the public spoke on this item, and  
each speaker was allotted 3 minutes to speak.  
Commissioner Loreen Gage proposed revising the 2026 CDBG/HOME  
preliminary funding recommendations to fund Project Home’s Major Home  
Repair program. Chair Brown explained the process the Application Review  
Team (ART) used to propose funding to agencies and discussion among  
commissioners followed. Commissioner Gage changed her proposal and  
instead proposed to revise the CDBG and HOME funding contingencies to: in  
the event of an increase in CDBG and/or HOME funds, fund Project Home’s  
Major Home Rehab program to their minimum request first, with other agencies  
previously listed to receive funding under these contingencies to receive funding  
after Project Home.  
Chair Brown discussed Metropolitan Milwaukee Fair Housing Council’s  
(MMFHC) Fair Housing application and explained they inadvertently were not  
allocated funds from the Application Review Team. Chair Brown indicated that  
MMFHC should be funded in the amount of $10,000 with CDBG Administrative  
funds.  
Motion was made by Chair Brown and seconded by Commissioner Kreft to  
approve the 2026 CDBG/HOME Preliminary Funding Recommendations with  
amended funding contingencies, and to preliminarily allocate $10,000 to  
Milwaukee Metropolitan Fair Housing Council’s Fair Housing program. Motion  
passed unanimously by voice vote.  
E. Future Meeting Items and Dates  
November 18, 2025 – includes Public Hearing

Motion was made by Commissioner Dare and seconded by Commissioner Gage  
to adjourn the meeting at 6:13pm. Motion passed unanimously by voice vote.
