The July 25, 2023 Public Protection & Judiciary Committee meeting will be a hybrid meeting. Members  
of the public can either attend in person or virtually via Zoom.  
The public can attend in person at the City-County Building, Room 357.

B. Consideration of Minutes  
PP&J MINUTES OF JUNE 22, 2023  
A motion was made by WEIGAND, seconded by EICHER, that the Minutes be  
approved. The motion carried by a voice vote. 6-0  
PP&J JOINT MEETING MINUTES WITH H&HN OF JUNE 22, 2023  
A motion was made by WEIGAND, seconded by PELLEBON, that the Minutes be  
approved. The motion carried by a voice vote. 6-0  
C. Public Hearing: Vehicle Thefts  
Member of the public that registered to speak on Public Hearing regarding Vehicle  
Thefts was Courtney Dubo.  
Sheriff Barrett presented data on stolen vehicles. Judge Mitchell presented on the court  
system’s role in handling vehicle theft crimes. John Bauman provided data on juvenile  
detentions. Supervisor Weigand questioned presenters on certain data patterns related  
to vehicle thefts. Judge Mitchell and Sheriff Barrett explained the increase in vehicle  
thefts, and provided more context to the data. Supervisor Weigand asked what policy or  
budget initiatives should be considered to address this issue. Sheriff Barrett responded  
that additional reentry resources, additional housing, access to health care,  
transportation, and counseling. Judge Mitchell agreed with Sheriff Barrett’s proposals  
and referenced the need for transitional housing for foster children who age-out of the  
juvenile system, and mental health care. John Bauman responded that supporting  
Human Services’ initiatives to provide services to juveniles who age-out of the system.  
Connie Bettin mentioned that Human Services was opening up a transitional housing  
setting.
