AMENDING BOARD RULES

Karin Peterson-Thurlow gave an update on the amendments to Chapter 7.
- The default for the hybrid meeting format is that members of a body would be physically
present at the meeting unless given prior permission by committee chair to attend
virtually.
- Changes reflect a desire to have hybrid meetings in order to continue providing the
increased public access afforded by having a virtual format, as well as an in-person
meeting format.
- A pilot of the new protocols will likely happen in late January or early February in order
to have the bugs worked out by the next board seating in April 2022.
- Training for staff on protocols and technology will need to occur before it is rolled out.
A motion was made by ERICKSON, seconded by DeGARMO, that the Ordinance
Amendment be recommended for approval. The motion carried by a voice vote.
CALLING FOR THE STATE OF WISCONSIN AND FEDERAL GOVERNMENT
TO LEGALLY END QUALIFIED IMMUNITY, ENABLING CIVIL LAWSUITS
AGAINST LAW ENFORCERS FOR MISCONDUCT AND MALPRACTICE

Supervisor Gray spoke in support of the resolution, as did Supervisor Chawla.
Supervisor Bayrd spoke indicating she did not think it is appropriate as written because
the resolution singles out law enforcement while there are other government actors who
benefit from qualified immunity. She would support a change to qualified immunity that is
more inclusive.
