A. Call To Order  
The meeting was called to order by Chair Mrowiec @ 2:02pm.

B. Consideration of Minutes  
FEBRUARY 2023 LEPC MINUTES

A motion was made by BUBENZER, seconded by DRESSER, that the minutes be  
approved. The motion carried by a voice vote.  
C. Presentations  
Introductions of all committee members and the newly hired City of Madison Emergency  
Manager, Colton Ritchie.  
Railroad Presentation by Tony Houdyshell with CPKC.  
Tony gave a presentation on the overview of the CPKC Operations and railroad related  
operations.  
D. Reports to Committee  
Madison Fire HazMat Team Report - Mrowiec  
The MFD HazMat Team responded to 7 incidents since the February Meeting (no  
official business was conducted during the June meeting due to lack of quorum).  
-2/9 - Blooming Grove, overturned tanker estimated release 100-200 gallons Heptane  
-2/27 - City of Madison, large gas spill on Milwaukee Street at gas station. Multiple  
apparatus responded with oil dry. Fuel was contained and gas station took over scene  
and called for cleanup.  
-5/5 - City of Madison, CO2 release in basement of a restaurant. Monitored and  
ventilated structure.  
-6/20 - City of Madison, CO tank leak, full HIT team response  
-7/26 - City of Madison, remote consult for a diesel spill  
-7/27 - City of Sun Prairie, Ammonia Leak at a manufacturing facility, full HIT Team  
response*  
-8/10 - City of Madison, Ammonia Leak at a manufacturing facility, full HIT Team  
response*  
*Both of these facilities are planning facilities for Dane County.  
Tony advised of free training through Ammonia Safety Training Institute.  
EPCRA Report - Pintarro  
-Dane County was awarded a grant to conduct an additional regional commodity flow  
study focusing more on railroad, pipeline, and roadway transportation of hazardous  
materials.  
-Dane County was awarded an additional grant to assist Madison Fire in bringing in  
specialty training for the HazMat Team.  
-The state and other additional counties have created an LEPC workgroup. The  
workgroup will be developing a quarterly newletter with LEPC topics. We will forward  
these newsletters on to the committee as they become available.  
-Looking forward, elections of new officers will be in June of 2024.

No additional reports from any committee members.  
E. Future Meeting Items and Dates  
Next meeting will be February 5, 2023 at 1:30pm at the Dane County Emergency  
Management building in Fitchburg.
