AWARD OF CONTRACT FOR EMS MEDICAL DIRECTOR

The Commission discussed the process for Medical Direction and the question of  
making this a position within the DCEM department instead of a contractor. The  
Commission asked that Purchasing participate in the January Commission meeting to  
assist with this discussion. Motion to approve the contract for 2020 carried  
unanimously. Thanks to UW Foundation and Dr. Lohmeier particularly for the fabulous  
contributions to Dane County EMS over the past eight years.

D. Discussion Items  
Regional Outreach with EMS Agencies - Salov  
The DCEMS office will plan to facilitate quadrant discussions with EMS Chiefs in late  
winter or early spring. This will include the Data Analyst and members of the EMS  
Commission.  
Annual Report from Commission to County Board - Salov Review Draft  
Meier summarized objectives as found within Dane County ordinance describing the work  
of the EMS office and EMS Commission. The Commission asked Meier to put this into  
a narrative and bring that along data summary to the January EMS Commission to allow  
their input prior to distribution to the County Board.

Medical Advisory Subcommittee - Lohmeier  
Protocol update has been the primary topic for the Medical Advisory Subcommittee. The  
draft protocols are on the web and out for review.  
Operating Practices Subcommittee - Ziegler  
Mass Casualty trailers are being cleaned and organized by LTE Hanson. The  
subcommitee has also worked on the base hospital training and will be addressing an  
update to the full MCI (mass casualty incident) plan in 2020  
ALS Steering - Meier  
IGA is out for signature and ALS survey is currently out to providers.  
Public Safety Communications Center - Fosso  
Kronenfeld gave an update on cardiac arrest pre arrival instruction review. They are also  
working to do more follow up regarding EMD coding and any feedback from EMS  
providers. Firstwatch is also being implemented to allow real time data analysis for 911  
metrics.  
EMS Office Update - Meier  
Meier shared the November office update  
Research Workgroup Update - Meier  
Tabled until Data Analyst hired  
Legislative Update - Bloom  
Limited update. The Commission asked that we invite the County Lobbyist to the next  
Commission meeting.

Next meeting 1/22 at DeerGrove EMS in Cottage Grove. Awaiting County Board approval  
for new member Brian Goff.
